Research On The Formulation And Implementation Of Supporting Policies For Small And Medium Enterprises In Zhangjiagang City

Zhangjiagang City,a burgeoning port city in the Yangtze River Delta,has been rising rapidly in recent years.Private enterprises,especially SMEs,have been an essential contribute to the city’s economic growth,comprising more than 98 % of the total enterprises.These SMEs can be a great source of employment and draw in foreign population.They are also the basis of social stability.They not only promote the economic development of agriculture,manufacturing and service industries,but also drive the rapid growth of a number of high-tech enterprises.They also bring a considerable amount of tax revenue to local finance.For the sustainable development of SMEs,Zhangjiagang municipal government has formulated a series of supporting policies,and its effect is increasingly prominent.Based on the theory of government functions,the theory of market failure and the theory of public policy implementation,this paper introduces the support policies for SMEs in Zhangjiagang from four aspects: financial policies,fiscal policies,laws and regulations,and innovation policies.Through a survey of 78 enterprises,this paper analyzes the implementation of the support policies for SMEs in Zhangjiagang,We have identified the main problems in the formulation and implementation of support policies for small and medium-sized enterprises in Zhangjiagang City,and conducted in-depth analysis of the reasons for the above-mentioned problems in Zhangjiagang City’s support policies for small and medium-sized enterprises.At the same time,we have learned from the experience of other local governments supporting the development of small and mediumsized enterprises in China,and proposed countermeasures and suggestions for improving Zhangjiagang City’s support policies for small and medium-sized enterprises.The paper proposes that Zhangjiagang City should increase the strength of supporting policies for SMEs,standardize the procedures in policy implementation,improve finance,finance,laws and regulations,innovate policies,and improve the implementation environment of supporting policies for SMEs in Zhangjiagang City,in order to promote the healthy and rapid growth of SMEs in Zhangjiagang City.
