Research On Grassroots Corruption Governance In J City

Corruption is an international public hazard,and anti-corruption work is related to the political security of the party and the country,the rise and fall of the nation,and the well-being of the people.Since the 18 th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping at the core has attached great importance to anti-corruption work,and has put forward a series of new concepts and new anti-corruption work such as "fighting tigers and flies together" and "promoting one-to-one cooperation with people who dare not,cannot,and do not want to be corrupt".A new strategy of thinking,scientific explanation of a series of major theoretical and practical problems of governance corruption.The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China focused on the modernization of the national governance system and governance capacity,and proposed to "build a social governance community in which everyone is responsible,responsible,and enjoyed by everyone".Grassroots governance is the starting point and end point of the modernization of the national governance system and governance capacity.Among them,grassroots corruption governance is the proper meaning of grassroots governance and national governance,and its effectiveness is directly related to grassroots development and social stability.In this regard,since the 18 th National Congress of the Communist Party of China,J City has carried out a series of grass-roots corruption control work and achieved certain results.However,in the process of governance,it fell into the misunderstanding of "fragmented anti-corruption" and "movement-based anti-corruption" governance,and the governance lacked systematicness and precision,which affected the overall governance effect.From the perspective of holistic governance theory,this paper conducts a comprehensive research and analysis on the work practice of grassroots corruption governance in J City.Through literature research method,interview method,on-the-spot investigation method,comparative analysis method and other research methods,this paper summarizes the current situation of grassroots corruption governance in J City from four aspects: governance subject,governance method,governance content,and governance effect.The main problems existing in the grassroots corruption governance in J City are mainly reflected in: the fragmentation of the grassroots corruption governance system,the inaccurate governance methods,the insufficient use of information technology,the lack of joint governance efforts,and the lack of flexibility and pertinence in clean government education.Starting from the actual work of grassroots governance in J City,and based on the perspective of holistic governance,this paper makes an in-depth analysis of the reasons for the problems of grassroots corruption governance in J City from the aspects of governance theory,subject,technology and other aspects.Finally,draw on the experience of advanced grassroots corruption governance in Shenzhen Guangming District,Hangzhou Yuhang District and other places,analyze and summarize the corruption governance experience of Singapore,Japan and other developed countries,discuss the countermeasures of grassroots corruption governance from the practical level,and propose to build a systematic grassroots level.Governance system,optimize grass-roots corruption governance methods,build grass-roots cadres’ integrity early warning and monitoring system,enhance the role of multiple governance bodies,and strengthen grass-roots integrity education,trying to build a holistic framework for grass-roots corruption governance,and comprehensively promote grass-roots corruption governance in J City to be more scientific and efficient.Precise and systematic.
