Religious issues are related to social harmony and stability,and have a very important impact on national security and the reunification of the motherland.The Communist Party of China has always attached great importance to religious work.In recent years,the national religious governance work has achieved fruitful results under the leadership of the party: a series of policies and regulations have been issued to guide the grassroots to carry out high-quality religious governance work.The county-level government closely followed the party’s pace,improved the three-level network and two-level responsibility system for religion,incorporated religion into the grid governance system,and promoted joint law enforcement by various departments.Risks and hidden dangers in the religious field were significantly reduced.However,there are also some problems in the process of achieving results at the grass-roots level.For example,in the process of specific implementation,only the government as the main force is paid attention to.Other subjects related to religious governance are less involved,and the subtle areas of religion cannot be involved.This shows a "powerless" situation.In the face of new problems and challenges in the religious field,there are "dare not manage,will not manage,will not manage" and other situations.The governance of religion in the county is related to social security and stability.The governance of religion by relying solely on the government can no longer adapt to the current society with rapid economic,technological and cultural development.Only by mobilizing different subjects from all walks of life to participate in religious governance,can we conduct an all-round and systematic governance of religion.Specifically,the religious governance in the new era should combine the Party,government departments,religious organizations,mass organizations,and religious believers to form a multi subject religious governance system,so as to promote the improvement of religious governance.Based on the Marxist religious theory and the theory of coordinated governance,this paper selects the basic situation of religious governance in K County as a case,investigates the religious work cadres,religious organizations and believers in K County by issuing questionnaires and informal discussions,and studies the basic situation of religious governance in other counties by reviewing the audit reports of religious organizations,open data of religious work departments,and surveys in surrounding counties,Summed up the practical problems of religious governance in the county,mainly focusing on the insufficient attention of the Party committee and government,the failure of other governance subjects to play their role,and the failure to form a joint force in the overall operation,and deeply analyzed the reasons for these problems.Using Marxist religious theory and collaborative governance theory,it proposed a new pattern of "one core and multiple" religious governance,and improved the information communication and interaction mechanism,Try to improve the scientific and modern level of county religious governance. |
