| "Advocating universal reading and building a learning society" is the key content of the government work report at the first session of the 13 th National People’s Congress.In 2016,in the outline of the 13 th five year plan,the national reading project was listed as one of the important contents of cultural construction,raising the national reading to the strategic height of the country.In 2020,the Central Propaganda Department issued the opinions on promoting the reading work of the whole people,and made arrangements for the development of the reading work of the whole people.From advocating universal reading to vigorously promoting universal reading,the work of universal reading has been paid more and more attention by the government.Vigorously promoting national reading is a general trend and an inevitable requirement to improve the quality of the whole people.However,in recent years,the national national reading survey report shows that the reading volume of paper books and e-books has declined,and the proportion of in-depth reading behavior is low.Adult citizens have a high voice for the local government to hold national reading activities.Although local governments have formulated some relevant policies to promote national reading activities,the effect is not obvious,especially in economically underdeveloped and remote areas,the process and effect of promoting national reading are very slow.Under the background of intensifying efforts to promote national reading,the role of the government in the promotion of national reading,how to effectively perform its responsibilities,and how to formulate national reading promotion plans according to my country’s national conditions are all issues that need to be solved urgently.Based on this,this paper investigates and analyzes the national reading promotion measures of the FS county government,uses the literature research method,social investigation method and comparative analysis method and other research methods,from the perspective of local government responsibility,applies the new public service theory and The theory of learning society summarizes the excellent experience obtained by the county government in the promotion of national reading,and analyzes the problems of the government’s responsibility performance,such as low emphasis,insufficient financial support,and low professional quality of promotion personnel.At the same time,on the basis of collecting and researching the practice of national reading promotion carried out by domestic and foreign governments,drawing on classic cases and successful models at home and abroad,strengthening the dominant position of local governments in the national reading strategy,and putting forward the role of local governments in the promotion of national reading.Responsibilities are: to improve ideological awareness,give full play to the synergistic effect of government functional departments,and formulate national reading promotion policies and regulations in line with local conditions;establish a supporting monitoring and evaluation mechanism to restrict the reading promotion process;increase financial support and build diversified To improve the corresponding public cultural infrastructure;to build a coordination mechanism for all social forces under the guidance of the government,and to promote the reading work of all people to be carried out more effectively. |
