A Study On Space Strategy Of The Moon Jae-in Administration

With the rapid development of space technology,the military capabilities and economic growth of countries are increasingly dependent on space resources.The exploitation of space has become an important guarantee of national power and an important reliance on national security.The space industry in Korea,which has been developed and improved by several governments,has entered a new phase of rapid power expansion under the Moon Jae-in administration.In view of this,this paper attempts to make a comprehensive multifactorial study of the Moon Jae-in administration’s space strategy and to further improve the existing research system by examining the space strategy of the Moon Jae-in administration from the perspectives of goals,paths,impacts,and trends in multiple directions and at multiple levels.Firstly,the background of the Moon Jae-in administration’s space strategy is reviewed.At the policy level,the evolution of the space strategy of each Korean government is both inherited and progressive.At the industrial level,the scope of space business is expanding,the number of participants is aggrandizing,and the trend of civilianization and commercialization of space business is significantly increasing.At the security level,the competition among space powers is intensifying,the pace of space military development is increasing and space surveillance capabilities are improving.Secondly,the overall goals and implementation path of the Moon Jae-in administration’s space strategy are summarized.In the political sphere,the Moon Jae-in government aims to improve South Korea’ s international prestige and status.In the military sphere,it aims to improve the Korean military’s intelligence acquisition capability.In the economic sphere,it aims to develop the space economy industry to drive the research and development of high-tech and realize the transformation and upgrading of traditional industries.To achieve the above overall goal of the space strategy,the Moon Jae-in administration is coordinating the defense,science and technology,economic,foreign affairs,and industrial sectors to implement the space strategy in five areas: building the legal policy framework,improving space infrastructure,establishing a space warfare agency,establishing a mechanism for cooperation between the government and the public and strengthening international dialogue on space.Thirdly,the multiple impacts of the Moon Jae-in administration’s space strategy will be analyzed and evaluated.The Moon Jae-in administration’s space strategy has had a wide and far-reaching impact.For South Korea itself,it has not only promoted substantial progress in building space power,but has also created significant economic and social benefits.For regional security,the it has contributed to the expansion of the ROK-US alliance’s “extended deterrence” and has increased instability in China’s neighboring security environment,which has had a negative impact on regional security.As for the international space order,the Moon Jae-in administration’s space expansion has led to a more crowded space environment,which has intensified the space arms race and brought threats to the stability of the international space security order.Finally,the future development trend of South Korea’s space strategy is predicted and lessons learned are drawn.In the future,the Korean government will continue to increase policy support and refine strategic planning in the areas of space combat force construction,civilian space force participation and space talent cultivation to promote Korea’s goal of becoming a major power in space based on the implementation of the space strategy of the Moon Jae-in administration.At the critical stage of building a space power,China should pay more attention to the overall strategic planning of space system engineering,encourage the cultivation and expansion of new business models of space economy,carry out in-depth international space exchanges and cooperation and advocate peaceful and sustainable international space governance.
