Evaluation System And Empirical Study Of Government Public Service Capability Based On Cloud Model

As one of the important measures of national benefiting policy,the promotion of public service capacity has been paid much attention.The departments of all levels issued a series of new policies and spent a great quantity of human resources,financial resources.While it is vital to make a large amount of investment,and it is also crucial to evaluate the public service capacity of government,for this provides an effective basis and key support for optimizing public service policies as well as selecting resource delivery areas and amount.However,due to the concept definition of government's public service capacity is still controversial,which specific field the government public service ability contains is not clear,and the related data's availability,authenticity,comparability is hard to guarantee and some index data is difficult to quantify,there is a big difficulty to evaluate the government's public service ability precisely.Cloud model is a method based on fuzzy mathematics and stochastic theory,which is used to describe the fuzziness and randomness of linguistic values and the inherent relationship between the two.Because it is based on natural language,giving consideration to both fuzzy and random in the process of calculation,and it can establish mutual relationship between qualitative notion and quantitative representation,it attracted the interest of many scholars and was introduced into the comprehensive evaluation field,it can be concluded that the cloud model used in the government public service to evaluate the ability is still a less explored field,through consulting the existing literature,the evaluation system design,model integration,as well as the feasibility analysis of the results are worth discussing and improving.This paper firstly summarizes the concept of government public service ability evaluation and evaluation methods,principle and application of cloud model and other relevant theories,the paper then defines the concept of government public service ability and analyzes the challenge faced by evaluation method of the public service ability;the paper identifies the factors affecting the ability of government public service through the classic grounded theory,constructing the framework of the government public service ability;the paper analyzes the advantage of evaluation of government's public service capacity adding the cloud model,and its problems and solutions are also discussed,then we put forward evaluation model of government public service ability which comprises the cloud model,entropy method,similarity evaluation and other components;we finally select the 2016 survey data of Shinan District,Shibei District and Licang District for the breakdown and comprehensive evaluation.The innovation of this work mainly lies in three aspects.Firstly,the research applies grounded theory to detect essential factors of government public service capability,organizing interview and literature as the material for mining,refining the relevant concepts and categories,there are innovative practices in theory model and content elements.Secondly,in method design aspect,cloud model and entropy weight method are based on empirical research data,so the index weight is more reasonable,reflecting the rigor of the logical structure of the model.Thirdly,the paper introduces similarity algorithm to accurately identify the public service capacity level,the algorithm not only considers the impact of expectations,but also the entropy and the super entropy play a role.
