Research On The Problems And Countermeasures Of Community Establishment Adjustment And Reform In Xuzhou District,Yibin City

As one of the fundamental reforms in Sichuan Province in recent years with the widest scope,the highest public concern,and the most far-reaching impact,the "two reforms" of township administrative division adjustment reform and village establishment adjustment reform have played a vital role in improving the grassroots governance system,enhancing grassroots governance capacity,promoting rural revitalization and high-quality economic development of the county.The two reforms have played a crucial role in improving the grass-roots governance system,enhancing grass-roots governance capacity,promoting rural revitalization and high-quality county economic development,and laying a solid grass-roots foundation for promoting the governance of Sichuan to a new level.Taking the reform of community establishment adjustment in Xuzhou District of Yibin City as an example,this thesis analyzes the reform of community establishment adjustment in Xuzhou District from four aspects: governance subject,spatial planning,service supply,and management mechanism,based on the theoretical knowledge in the field of public management such as community governance theory,new public management theory,and new public service theory,by sorting out relevant research results at home and abroad.Firstly,the current situation of community establishment adjustment reform in the Xuzhou district was sorted out,including the background,program,and process of reform.Second,through questionnaires and interviews,the problems in the community establishment adjustment reform in the Xuzhou district were analyzed,and the reasons for the problems were analyzed.The main problems in the reform of community establishment in Xuzhou region are: the "core" role of governance subjects is not enough,the community space is not well configured,there are obstacles to the development of community services,and the professional capacity of cadres needs to be improved.The reasons for these problems are that the political and organizational advantages of the party organization have not been fully reflected,the configuration of community public space needs to be further optimized,the participation of the reform subjects is not enough,and the community autonomy capacity is insufficient.Finally,by analyzing the experiences and practices of community governance in typical domestic cities and combining them with the actual situation in the Xuzhou District of Yibin City,countermeasures and suggestions for community establishment adjustment and reform are proposed.Third,in improving the level of service supply capacity,we should actively promote the construction of "three" convenient service systems in towns and villages,accelerate the construction of community public service systems,and promote the construction of intelligent communities.Fourth,in terms of building a management mechanism with the participation of multiple parties,we should give full play to the main role of the masses,strengthen the construction of cadres,and vigorously cultivate social organizations.The research in this thesis is conducive to further promoting the community establishment adjustment and reform in Xuzhou District,Yibin City,and providing a reference for the community establishment adjustment and reform in other areas.
