| With the continuous development of China’s socialist modernization process in recent years,and with the deepening of reforms in the fields of economic,political,cultural,social and ecological civilization construction,the main contradictions in Contemporary Chinese society have changed,which inevitably brings the interests of all social strata and various social contradictions.The flood of letters and visits from the masses is one of the most intuitive ways to present them.The long-standing system of letters and visits in China is an important institutional arrangement for the Party Central Committee and the government to maintain social stability.The core task of letters and visits is to correctly handle social contradictions.As an important part of the public security letters and visits system and the "door-to-door mass work" mentioned by General Secretary Xi Jinping many times,the public security organs can not only keep close contact with the masses and understand the social situation and public opinion,but also expose the problems existing in law enforcement,case handling,service management and team building of the public security organs.It is of great significance to do well the public security petition work(involving law and litigation petition work)for the public security work itself and to maintain social stability and build a harmonious society.In this context,the author has studied in detail the theories of social conflict,demand satisfaction,rights relief,rule of law government,etc.by building an analytical framework to study the law related and complaint related letters and visits of the Chengdu Public Security Bureau.At the same time,by using relevant theoretical knowledge and literature analysis,integrating theory with practice,interview and other research methods,the author starts from the three dimensions of rule of law,institutionalization and informatization formulated by the analytical framework,Combined with the relevant internal data of Chengdu Public Security Bureau in the past three years and the sorted interview records,this paper combs the current situation of Chengdu Public Security Bureau’s law related and litigation related letters and visits,summarizes and refines the current problems and dilemmas,and analyzes the causes of the problems in detail,with a view to putting forward specific countermeasures and suggestions to improve the law related and litigation related letters and visits of Chengdu Public Security Bureau.Through the research,the author puts forward countermeasures and suggestions from three aspects of strengthening the legalization,institutionalization and informatization construction of the law related and complaint related letters and visits work of Chengdu Public Security Bureau.Among them,the legalization construction needs to strengthen the standardization construction of the law enforcement of the public security organs themselves,resolutely crack down on illegal and criminal acts in the law related and complaint related letters and visits activities according to law,increase the publicity of laws and regulations,and lead the law related and complaint related letters and visits into the track of rule of law;In terms of institutionalization,we should establish a scientific work evaluation mechanism and introduce a third party to intervene in letters and visits involving law and litigation;In terms of informatization construction,it is necessary to strengthen the informatization of basic work related to law and litigation letters and visits and build an integrated network information application platform related to law and litigation letters and visits.Finally,I hope this paper can provide some ideas and references for public security organs at all levels of the country and even the complaint reporting departments at all levels of the government to improve the performance of the complaint reporting work. |
