Research On The Intellectualization Of Rural Grass-roots Social Governance Under The Background Of Rural Revitalization

The report of the 19 th National Congress of the Communist Party of China put forward the strategy of rural revitalization,emphasizing the need to increase investment in rural areas and promote the modernization of agriculture and rural areas.Intelligentization of social governance at the rural grassroots level is one of the key tasks of rural revitalization.By improving the information infrastructure construction and Internet government services at the rural grassroots level,it can effectively improve the public service level at the rural grassroots level and create a good social environment for rural residents.However,there is still a certain gap between the realization of intelligent social governance at the rural grass-roots level and the requirements of the central government and the needs of the rural public.Therefore,it is of great theoretical and practical significance to study the problems and countermeasures of intelligent social governance at the rural grass-roots level.Focusing on the current situation of intelligent rural grass-roots social governance in N County,we used literature research,questionnaire survey and other methods to summarize the intelligent framework of rural grass-roots social governance on the basis of collaborative governance theory after combing relevant domestic and foreign literature.Through investigation and research,we analyzed the problems and causes of intelligent rural grass-roots social governance in N County.The problems are mainly in four aspects: "the enthusiasm of unofficial governance subjects is insufficient,the implementation of system functions is limited,information sharing is insufficient,and the governance process is not standardized".The analysis of the reasons is mainly related to the "insufficient popularization of the concept of co governance,the lack of supporting services,the weak ability of information integration,and the imperfect supporting systems".Finally,in view of the problems existing in the intelligentization of rural grassroots social governance,we propose to encourage multiple subjects to participate in rural grassroots social governance,promote the innovation of intelligent service means of social governance,improve the software and hardware construction of information sharing,and further improve the supporting system of the intelligentization of rural grassroots social governance.We hope that this study can provide some useful reference for improving the lack of intelligent social governance in rural grass-roots areas,and help promote rural revitalization.
