Research On The Participation Of Rural Social Organizations In Local Governance

The operation of the planned economy system in our country has lead to such a result:the government has been implementing and believing in the grassroots social governance model for years.Therefore,the malpractices in grassroots social governance appear increasingly,such as backward perception,rigid structure and outdated means.Nowadays,with the continuous development of economy and change of society,the grassroots social life have undergone fundamental change.Traditional social management pattern already can not adapt to the development of the times.Especially in rural areas,in the development process from district management system to villager autonomy system,the new social elements constantly pour into rural areas,new conflicts continuously happen between all interests,all kinds of social contradictions also emerge.The original governance model in rural areas are shocked.Therefore,we are required to explore new model and path for grassroots social governance.Under this background,various rural social organizations emerge in response to the needs of times.Rural Sodality in Jiangmen City is one of innovation models.In this study,the Rural Sodality in Jiangmen City was chosen as the research object.The literature search,questionnaire survey and interview methods were adopted to investigate the function localization of Rural Sodality in Jiangmen City and its participation path,work,function and effects to grassroots social governance.Study results show that the Joint Meeting,Board of Trustees,Board of Supervisors and Fraternity,etc.are main participation paths for Rural Sodality into grassroots social governance.Participating charity activities,boosting economic development,adjusting social contradictions,conducting villager fellowship,implementing democratic supervision and promoting rural culture are their main work of participation grassroots social governance.The problems happened during Rural Sodality participating grassroots social governance were further analyzed.They are listed as below:(1)Low professionalization and specialization degree of organization members and frequent staff flow;(2)Service ability for organization needs to be improved and service scope needs to be expanded.(3)Conflict and struggle between administerization and double characteristics between official and civil.(4)The contradiction between autonomy and laws.According to existed problems,corresponding countermeasures and suggestions are put forward.Professional talent team should be enriched and funds should be collected from multi-channels.Service scope should be expanded and folk characteristic should be kept.System construction should be strengthened and top-level design should be performed well.We should actively participate in the administration and discussion of state affairs to achieve self-governing by law.The propagandization should be diversified and the coordinated development should be balanced.The promotion should be conducted with an appropriate speed and pilot project should be made according to local conditions.In a word,the Rural Sodality in Jiangmen City has made the preliminary achievement in the work of participating grassroots social governance.The Rural Sodality has played a positive role in charity and solution on the basic social contradictions.
