| Since the 18 th National Congress of the Communist Party of China,the Chinese government has made a series of important arrangements to accelerate the modernization of social governance and achieved remarkable results.Promoting the modernization of social governance is an important part of improving and developing the socialist system with Chinese characteristics and advancing the modernization of the national governance system and governance capacity.The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China enriched the connotation of promoting the modernization of social governance and put forward major innovative requirements.In terms of social governance system,the publicity,diversity and commonality of social governance are further highlighted,and for the first time,it is clearly required to “adhere to and improve the social governance system of co-construction,co-governance and sharing”.Under the background of building a service-oriented government,Chinese government functional departments continue to reform and innovate within their own functional scope.Aiming at the common pain points such as strong management thinking withintraditional governmentservice,lack of coordination between departments,and lack of scientific and technological support,the public security organs conform to “the Internet Plus Government Services initiative”informatization wave,based onthe innovative practice of the police public service supply model,and cooperate with multiple functional departments of the government.In December 2018,the country’s first smart police service station integrating household administration,traffic control,entry and exit,and Tianfutong government services was set up in the Mixc which is a large urban shopping complex in Chenghua District.This project allows enterprises and the public to participate in the whole process of police public service supply.It is a grass-roots wisdom of the multi-subject co-governance shared by Chenghua district government departments,public andenterprises anda “Chenghua sample” to improve the level of police public service supply.This paper takes the case of Chengdu Chenghua Public Security’s construction of a smart police service station in Mixc City as the research object,uses the theory of new public services,holistic governance,and comprehensively uses literature research methods,interview methods,and case study methods.The operation and implementation process of the smart police service station shows the background,practice and effectiveness of the establishment of the smart police service station in Mixc City,and through the analysis of three key factors for successful practice,put forward Chenghua Public Security promotes the “service + informatization” police reform by setting up a smart police service station in Mixc City,realizes the transformation of police functions,and optimizes a feasible plan for the intelligent supply of police public services.Through a comprehensive analysis of the case,this paper draws a research conclusion that can be replicated and generalized.One of the effective ways to optimize the efficiency of public service supply is to firstly require police to establish a correct service concept.Secondly,according to the type and characteristics of public services,if the government needs to be the main supplier of public services,it can be based on the idea of “government-led,public participation,enterprise participation and collective benefit”,andmultiple subjects collaborate with each other and co-govern in the whole supply process.Finally,the focus will be on accurate identification of public service needs,establishment of an effectiveness evaluation mechanism,technological empowerment and efficiency enhancement,and talent training,so as to achieve an overall improvement in police services level and public satisfaction,and to improve the modern governance capabilities of megacities. |
