Research On Public Satisfaction Of The Effect Of Service-oriented Government At The County-level——Examples From East, Middle And West Country

With the globalization, information and democratic era background, the appearance of the concept of service-oriented government is to eliminate the disadvantages of the traditional model of Public Administration for China. In China’s current five level administrative region,government at county-level plays an important role in connecting, which implement the important policy of the party and the state of execution, and bear the arduous task of supply level of public services, which determines the importance of constructing service-oriented government.In this paper, Zengcheng, Ruzhou and Yongdeng were selected as the research sample.The basic research methods is survey of public satisfaction of service-oriented government’s effect which is divided into three dimensions:the overall satisfaction, satisfaction of government image and satisfaction of public service. In the first and the second part of this paper, domestic and foreign related research were reviewed,and the concept of county government, service-oriented government, public satisfaction were analyzed specifically. In third part of the paper, investigation of public satisfaction with the achievements of the construction of the service-oriented government is designed, including system structure, sample questionnaire and the public satisfaction evaluation. The fourth part is the analysis of the questionnaire data from Zengcheng,Ruzhou and Yongdeng.We found the effectiveness of service-oriented government construction has been recognized by the most public. But there are still some common and distinctive problems.For example, the basic social security, public health and medical care are most in need of increasing investment. Public security problem in Zengcheng, government services in Ruzhou and people’s livelihood and social security issues in Yongdeng have become the weakness in the process of constructing the service-oriented government,which obtain low public satisfaction.
