Research On Grid Management Of Rural Community Governance In Huangma Town,Huaian City

There is still a certain gap between the development process of rural and urban areas.The report of the 19th National Congress of the Communist Party of China puts forward the implementation of the strategy for rural rejuvenation,which clarifies the general requirements of 20 words:Effective governance is the guarantee of the rural modernization process.And"promote the focus of social governance down to the grassroots level,realize the benign interaction between government governance and social regulation,and residents'self-government",which put forward clear requirements for the innovation of rural community governance in the new era.In September 2017,Qingjiangpu District was identified as the first batch of pilot counties and districts in Jiangsu Province to innovate a grid-based social governance mechanism.Xie Nian Village in Huangma Town was a major pilot project.In order to thoroughly implement the spirit of the Nineteenth National Congress of the Communist Party of China,and focus on the implementation of the people-centered development philosophy,Huangma Town insists on strengthening the combination of party building and innovative social governance,and insists on the simultaneous planning of party building and gridding work,The basic grid synchronization settings,the party organization leader and the grid leader synchronization equipment,the party building work and the grid affairs in the synchronous advance mode.With grids as the basic unit,diversified participation and organizational forms,and information technology as the support,it can maximize the integration of grass-roots service management resources and further promote the extension of social governance to the future.Based on the research level of grass-roots government,this paper selects Huangma Town in Qingjiangpu District as the research goal,and uses a combination of theoretical research and practical research to apply the relevant theories of public management and sociology to the rural community society of Huangma Town Analyze the situation of integrated grid management.This article is composed of five parts.The first part introduces the research background and significance.It analyzes the development status of comprehensive grid management of community society at home and abroad in recent years,studies its development rules,and discusses the comprehensive grid of community society at home and abroad.Achievements and experience of management,and elaborated research ideas and methods.The second part mainly introduces the concepts related to grid management in rural communities and the theoretical foundations related to government services,and provides theoretical basis for finding problems,learning from experience,and putting forward countermeasures.The third part mainly introduces the current measures and effectiveness of the grid management of rural communities in Huangma Town.According to questionnaires and interviews,the problems identified and the reasons are analyzed.The grid settings need to be further improved,and the participation of multiple subjects is not enthusiastic.High,grid staff capabilities need to be further strengthened,and management processes need to be further standardized.The fourth part mainly introduces the community grid management experience of three advanced regions in China(Beijing Dongcheng,Zhoushan,Zhejiang,and Shanghai Baoshan),and puts forward experience and references.The fifth part analyzes the grid management of rural communities in Huangma Town,proposes corresponding countermeasures to the problem,creates a new mode of integration of the two networks,improves the new pattern of serving the people,implements the new construction of grid teams,and improves the governance mechanism.This article uses the methods of literature analysis,field investigation,questionnaire survey,interview to study Huangma Town in accordance with the "three timely discovery of problems,timely resolution of contradictions,timely service when needed".There are"requirements" to explore the grid-based social governance model at the grassroots level,to creatively realize the "integration of the two networks" of the social governance grid and the party building grid,and gradually form the "four modernizations" of gridding,informationization,refinement and flatness Features.
