State Council in 2022 proposes to accelerate the transformation of government functions and strengthen the construction of digital government.As a new growth pole in the economic circle of the Yangtze River Delta,Anhui has always been striving to show new achievements in the integrated development of the Yangtze River Delta.In the aspect of strengthening the construction of digital government,the Notice on the Construction Plan of "Digital Government" in Anhui Province(2020-2025)has been issued to consolidate the basic service capacity of "digital government",actively build a provincial integrated government affairs cloud platform,and improve the efficiency and service capacity of e-government."Internet + government service",in simple terms,is to change "mass errands" into "information errands",and "passive services" into "active services",so as to realize inter departmental data sharing and maximize the benefits of enterprises and the people,so that residents and enterprises can do less errands,do better things and avoid congestion.The proposal of "Internet + government service" embodies the concept of combining decentralization with simplification of administration and decentralization,and is also a key step for the government to turn to a service-oriented government.Market registration is a key component of government services.As the first step of market access,it bears the brunt of showing the level of business environment in the region.As an innovation of streamline administration,delegate power,strengthen regulation and improve services’ s reform,the whole process of electronic registration of market entities simplifies the approval process,shortens the registration cycle of market entities,and improves the satisfaction of the masses.It is of great significance to improve government efficiency,reduce enterprise costs,and build a high-level open economy.After the whole process of electronic registration of market participants was adopted,it was positively evaluated and recognized by most people.However,due to the short construction time of the system,there are still some deficiencies in actual promotion.So,how to optimize the registration path of market entities needs to be studied in depth.On the basis of reading relevant policies and documents,based on service-oriented government theory,new public service theory,and digital governance theory,this paper conducts field research on market subjects,administrative approval service personnel,and grass-roots administrative approval service managers of Bengbu Hi tech Zone,and deeply understands the actual progress of the whole process of e-governance.On this basis,it analyzes and explores the optimization path of market subject registration of Bengbu Hi tech Zone,It is expected to provide guidance for Bengbu High tech Zone to improve the registration of market subjects and optimize the business environment,and provide reference for other regions to promote the whole process of electronic registration of market subjects.The study found that the electronic promotion of the whole process of the registration of government market entities in Bengbu Hi tech Zone has made some progress.For some application items,the process can be smoothly run.The time for enterprises to start up has been greatly reduced,and the efficiency of government approval has been improved,providing some help for the optimization of the business environment in the region.However,it is inevitable that in the process of promotion,there are still many difficulties,such as cumbersome whole process electronic process,low willingness of the masses to accept whole process electronic,unbroken departmental data barriers,and imperfect software and hardware facilities.The main reasons for the difficulties are the lack of top-level design of Internet + government services,the lack of "citizen oriented" service concept,the improvement of department oriented consciousness,the imperfect construction of whole process electronic system The citizens’ digital literacy does not match the whole process electronic demand.The research conclusion is that in view of the deficiencies in process design,system,departmental cooperation and working concept,the government market main body registration of Bengbu Hi tech Zone should optimize the path from the following aspects: First,strengthen top-level design and pay attention to legal protection;Second,adhere to the people-oriented principle and deepen the streamlining of administration and decentralization of power;Third,optimize the registration process and improve the registration efficiency;Fourth,break through the data barriers and help improve the quality and efficiency of government services;Fifth,increase investment and improve software and hardware facilities;Sixth,extensive publicity to improve the quality of the whole people. |
