| As a kind of optimization of the government affairs service supply,"Internet +Government Services" effectively improved the service quality of service innovation path,has been written in the local government work reports in 31 provinces and cities,and has been becoming the current hot topic.It has promoted the structural reform of traditional government services,and also made the government to switch the focus from traditional department perspective to users' perspective.By researching the history of government service changes,it is not hard to find that there is a close correspondence between government service changes and the theory of seamless government.Based on the view of seamless government theory,the paper discusses the practical cases of "Internet + Government Service" application by using the literature research method,case analysis method and comparative research method.Taking the positive change type of Zhenjiang's 12345 service platform as an example,this paper discusses the logic behind the effective actions and underlying reasons of the failure to achieve seamless services by the use of seamless government theory core orientation,management tools,reengineering principle.The study found that "Internet + Government Service" effectively reduced the internal and external aperture of the traditional government affairs service,and optimized online and offline reengineering processes.But there are still problems such as poor compatibility of service supply and demand,low efficiency and low satisfaction,which decrease the efficiency of government service.Then,with the help of the theory,we found that the gap in the government,the gap between government and citizens,lack of regulation on environmental security,and lack of cultural reconstruction are the underlying reasons for these problems.Finally,taking related domestic practices for reference,this paper tries to put forward feasible suggestions and strategies for the seamless service of "Internet + Government Service". |
