| With the overall improvement of China’s economic development and national income level,the degree of traffic motorization in Shanghai,a mega city,is also increasing.The rapid rise of car ownership has also brought serious "parking difficulty",which is one of the social focus problems worthy of attention.As quasi-public goods restricted and guided by the government,the effective supply of parking space plays an important role in improving the travel quality of urban residents.To find a way to break through the "parking difficulty" is of practical significance for Shanghai to improve its comprehensive strength,build and support the "five centers" and build a socialist modern international metropolis.Firstly,the paper studies the problem of "parking difficulty" in Shanghai.Combined with the research results of "parking difficulty","shared parking" and "smart parking" both at home and abroad,the paper uses the government intervention theory,public goods theory and public choice theory to build a theoretical model.This paper analyzes the current situation of parking in Shanghai from four aspects: the supply and utilization of parking spaces,the construction of parking management mechanism,the development of public transport,parking law enforcement and illegal parking,and then analyzes the "parking difficulty" problems in Shanghai,such as lagging planning and construction of parking lots,imperfect guarantee of public parking system,imperfect public transport system and lax parking law enforcement management.Secondly,starting with the construction status and existing problems of "shared parking" in Shanghai,combined with the questionnaire to understand the views of Shanghai citizens on "shared parking ",and then through the parking sharing case analysis of the three communities: the "digging" space in the stock of block 417,Lingyun Street,Shanghai,and the "staggered peak sharing" between Minhang Shijiyuan area and the surrounding areas,the internal autonomy of Chunshen Fudi City Phase I makes parking spaces "live",this paper summarizes the experience of community parking management,and further explores the methods of private parking spaces participating in sharing in combination with the questionnaire,so as to provide reference value for the implementation of "shared parking spaces" in Shanghai.Thirdly,starting with the construction status of "smart parking" in Shanghai,we found out there is a lack of unified parking guidance system,and there are many problems in the collection and application of big data.Through the construction of the first intelligent management Road in Zhangyang Road,Pudong,Guojin uses "wisdom" to facilitate parking,Kongjiang Road Street builds a digital platform,summarizes the experience of "smart parking" in on-the-road management,business supermarket management and community management,and promotes intelligent development.Finally,by summing up the governance experience of other cities at home and abroad,including Japan,Hong Kong,Hangzhou,London and other cities,through government legislation and giving full play to economic leverage to manage "parking difficulty";Beijing and Chengdu formulate incentive measures to encourage the construction of "shared parking";The SFpark project in San Francisco,the United States,Qingdao’s "vehicle pile integration platform" and other "smart parking" leading projects provide more governance experience for Shanghai to solve the "parking difficulty".The paper believes that only by further strengthening the systematic planning of parking lots,improving the public parking management system,vigorously developing public transport and advocating green travel,strictly supervising and enforcing law,refining illegal parking management,publicizing the concept of "shared parking",supporting the construction of corresponding places,deeply promoting "smart parking" and using big data to guide parking planning and construction,can we effectively solve the problem of "parking difficulty" in Shanghai,help the healthy and sustainable development of the city,and help solve the parking problems of other cities in China. |
