As basic education is China’s largest people’s livelihood,and compulsory education is the most critical part of our national education,the development of compulsory education in China has a direct relationship with the national economy and people’s livelihood.With the rapid development of China’s social cause,compulsory education has gained rapid development and improvement,but there is still the unbalanced development of compulsory education in China at present.Compulsory education is a public product,the level of compulsory education is not high enough,regional development is not balanced enough,quality compulsory education resources are difficult to meet the growing urgent needs of the people,mainly due to the lack of government management function,as the provider of compulsory education does not provide sufficient and balanced quality education resources.In recent years,both the Ministry of Education and the provincial government have put forward and formulated certain standards for the high-quality and balanced development of compulsory education,which puts forward new and higher requirements for the government in fulfilling its educational responsibilities and promoting the high-quality and balanced development of compulsory education.This paper aims to study the existing problems of government management function in the high-quality and balanced development of compulsory education in Z City,and then find an effective way to optimize the government management function in the balanced development of compulsory education,so as to promote the development of "fair and quality,balanced and high-quality" compulsory education.This paper mainly adopts field research and questionnaire survey to carry out the investigation and research work,and through the analysis of questionnaire and statistical data,combined with the actual situation of compulsory education in Z city,more comprehensive and objective to find the main problems faced by Z city in the process of high quality and balanced development of compulsory education.Including the scale of campus layout is not scientific and reasonable,the allocation of educational resources is not balanced,the government’s guarantee is insufficient,the level of education quality is not high enough,and the social recognition is relatively low.Through consulting relevant literature,Draw lessons from foreign Japan strengthen tertiary fiscal share education financial system’s security in the compulsory education and the national teacher regular flow method,domestic,yancheng city,jiangsu province quality and build quality team and speed up the way of promoting the modernization of education management ability,case study characteristics,the group,hangzhou city,zhejiang province,and the experience of balanced development of the venture of chengdu quality practices,To find an effective way to promote the high-quality and balanced development of compulsory education in Z City,mainly including planning school layout construction,optimizing resource allocation,strengthening government responsibilities,stimulating team construction and guaranteeing the vitality of the main body,changing the way of education to improve the quality of the team,and improving the ecological environment of education.
