| The party's report to the 20 th national congress states that“We will comprehensively implement the party;s educational policy,carry out the fundamental task of building morality and cultivating people,accelerate the construction of a high-quality education system,promote educational equity and ensure that people are satisfied with education”,from the literacy campaign in the early days of the People’s Republic of China to the “Universal Ninth” education,to the inclusion of compulsory education in the Education Law,our compulsory education has made tremendous achievements,especially in rural and remote areas,there have been earth-shaking changes.Since the 18 th National Congress of the Communist Party of China(NPC),efforts have been made to promote the balanced development of urban and rural compulsory education,advance the plans of the central government,the provinces and municipalities directly under the central government,and fully implement the plans at the county and district levels.By the end of December 2020,a total of26 provinces and 2,809 counties have passed the inspection and evaluation of the balanced development of compulsory education compulsory education,with 96.8 percent of the total balanced development at the county level.With China's economic society entering a new stage,there is an insufficient imbalance between the people's expectation of higher quality and higher level of education resources and the actual development of education.N county in Anhui province is located in the integrated area of the Yangtze River Delta,and it belongs to the relatively backward marginal county.Both its economic aggregate and its urbanization level are relatively backward,and it has the characteristics of the developed areas,it also has the characteristics of relative implementation areas.This article takes n county as an example.By going to the front line of education and teaching in n county and visiting the administrative departments of urban and rural areas,this paper investigates the current situation of the balanced development of compulsory education quality in n county,it found that the compulsory education quality balance in n county faced four problems,namely,the rise of “Back-to-back schools” in rural areas,the obvious “Siphon” effect of talents,the insufficient advancement of information technology,and the lack of effective supervision over the balanced development of education,Then,after explaining the problems one by one,the author analyzes the causes of the problems by using the public goods theory and other tools,including the inertial influence of unbalanced policies,the lack of effectiveness of the talent policy,and the low level of the application of information technology,the supervision system for balanced development is not perfect.In the light of the causes of the above problems,combined with the theory of interactive mode of policy implementation and related theoretical analysis,this paper puts forward that the coordinated development of urban and rural areas should be planned as a whole,the rational distribution of resources should be promoted,and various measures should be taken to build a highland for educational talents,strengthening the professional training of teachers,deepening the Reform and innovation of education,strengthening the supervision and perfecting the supervision system,to provide scientific theory and decision-making reference for promoting the balanced development of compulsory education quality in n county,and to promote educational equity. |
