| At present,China’s strategic focus on development has changed from high speed to high quality,which puts forward new requirements for the standard and effect of government work.How to give full play to the executive ability of various policy agents has become the focusing and supporting point of policies’ high-quality implementation.Supervision,as an approach to promote policy implementation,plays an important role in managing and controlling the processes such as problem solving,deviation correction and effect evaluation,etc.,through which an efficient and high quality policy implementation can be achieved.However,with the complex changes in the external environment and internal conditions,traditional supervision has failed to adapt to the increasingly heavy government tasks.A "vertical interaction,horizontal collaboration,internal and external linkage" mode of large-scale supervision has become the development trend for the supervision work in the new era.Different from traditional supervision mode,large-scale supervision mechanism has more diversified executive subjects,namely the government and various social entities.Due to their complementary advantages,their collaboration can significantly improve the supervision quality and effect,while the key of the effective functioning of large-scale supervision mechanism lies in the effective and smooth collaboration among the multiple subjects.Creatively combining the theoretical results of collaborative governance with the practical experience of large-scale supervision and taking example of the actual practice of large-scale supervision mechanism in District D,this thesis summarized the characteristics and advantages of the current supervision mechanism in District D.Through interviewing personnel from various subjects,such as supervision departments,functional departments,mass media,etc.,this thesis summarized the deficiencies and their causes of the large-scale supervision mechanism in District D,put forward suggestions in improving large-scale supervision organization system through perfecting the organization system,deepening the system construction,optimized the collaboration mechanism of large-scale supervision,and constructed a collaborative governance framework of large-scale supervision mechanism.The framework constructed in this thesis has innovative significance in theory and practice.Compared with the traditional supervision mode,the framework constructed in this thesis has significant improvement,which provides not only a reference for the expansion of the theoretical basis of the large-scale supervision mechanism,but also a scheme for its establishment,and ideas for the improvement of the standard,efficiency and quality of the supervision in the new era. |
