| In the report to the Party’s 20 National Congress,it is clearly proposed to improve the oversight system under the Party’s unified leadership,with comprehensive coverage,authority and efficiency,improve the oversight and restriction organs of power,take intra-party oversight as the leading role,and actively promote the coordination of various kinds of oversight,so as to ensure the normal operation of state power in the sunshine.We promoted systematic,precise,and regular political oversight,and improved the effectiveness of oversight over "top leaders" and leading bodies.Finding problems is the method and starting point to carry out inspection work,and solving problems is the goal and foothold.The inspection supervision and other supervision aspects within the Party have played a great role in promoting all-round strict governance of the Party and the construction of Party conduct and clean government,but there is still a certain gap between the construction of a "system integrated,collaborative and efficient" supervision system as required by the fourth Plenary Session of the 19 th Central Commission for Discipline Inspection.In order to further study the problem of collaborative governance between inspection and supervision and other supervision work within the Party,this paper will,on the basis of studying the important literature on inspection and supervision work,other supervision work within the Party and collaborative governance at home and abroad,and according to the author’s own work experience,take the existing problems of joint coordination between inspection and supervision work and other supervision work within the Party as the relevant point.To explore and continue to deepen cooperation in supervision work with other supervision work management modes within the Party,so as to generate a huge capacity for supervision cooperation.This paper mainly uses the methods of literature research,observation research and interview research to explore the following areas: first,introduce the meaning,characteristics and development of the supervision of the inspection and other supervision within the Party;The second is to use examples to explain the actual situation of the coordination between the supervision and other supervision within the party,and to study the necessity and feasibility of collaborative governance;The third is to study and establish the thinking framework model of the collaborative governance between the supervision of the inspection work and other supervision levels within the party,so as to provide a feasible way to achieve collaborative governance.Through these explorations,this paper aims to provide reference for our anti-corruption system.Guided by synergy theory,this paper puts forward synergy objectives and system improvement.On the basis of promoting efficient cooperation among collaborative subjects,it finds out the problems of synergy in inspection and supervision work,analyzes the reasons,and then puts forward countermeasures to solve the problems.To ensure the collaborative effectiveness of inspection and supervision work,finally realize the connotation of inspection and supervision work,further improve the efficiency of inspection and supervision,consolidate and strengthen the results of inspection and supervision,has certain theoretical value and practical guiding significance for the construction of unified leadership,authoritative and efficient supervision pattern. |
