Research On Governmental Functions Of Jinghai District In The Construction Of "China-Japan Health Industry Cooperation Demonstration Zone"

The "China-Japan Health Industry Cooperation Demonstration Zone" have got the official approvement from National Development and Reform Commission on April 27 th,2020.Throughout the development process of health industry in Jinghai District,although the investment was increasing,the effect is not optimistic.Problems that need to be solved are exposed,such as the deficiency of infrastructure,the imperfect management system,the not-High-quality of government affairs service and market supervision,the outstanding problems in the land field,Lack of innovation in ecological governance.These problems are highly related to the governmental functions from the perspective of our country’s management system.This thesis took the construction of the Zone as the breakthrough point,summarized the status quo of Jinghai District government’s functions in promoting the construction of the Zone from the "five in one" dimension of politics,economy,society,culture and ecology.Throughout research of the western economics and Marxist Governmental functions Theory,this thesis sorted out and analyzed the deficiencies of Jinghai District government’s functions by using the methods of literature research,case analysis,interview and questionnaire surveym.Finally,Focusing on promoting the construction of the Zone with high quality,this thesis supplied the optimization strategy of governmental functions.
