Research On Government Management In The Development Of Tea Industry In Yibin

In recent years,under the background of consolidating the achievements of poverty alleviation and guiding the revitalization and development of rural areas,the tea industry has become a modern characteristic industry in some areas.Its output value accounts for an increasing proportion of the local economy,carrying the heavy task of enriching the people.Sichuan Province is a famous tea producing and consuming province.Its planting area and output value have always been in the forefront of the country,showing a good development trend.Located in Southwest Sichuan,Yibin has a unique ecological and geographical environment and a long history of tea.Under the background of consolidating the achievements of poverty alleviation and rural revitalization,Yibin municipal government attaches great importance to the development of tea industry.In recent years,Yibin tea industry has achieved good development results under the guidance of the government and policy support,and has transformed to specialized,intensive,large-scale and branding,but there are still some deficiencies in practice.Therefore,this paper focuses on the government management in the development of Yibin tea industry,combined with the development status and characteristics of Yibin tea industry,and uses the life cycle theory and new public management theory to study the government management in the development of Yibin tea industry from the aspects of government planning,market supervision,public service,government guidance and social management.It is found that there are some problems in Yibin tea industry,such as imperfect standards,low branding,lack of leading effect and low modern level of tea gardens.Based on the analysis of the typical experience of government management in the development of tea industry in Fujian Province,Zhejiang Province,Leshan City and Mingshan District,Ya’an City this paper puts forward some suggestions on the management of Yibin government management in tea industry from the aspects of government planning,government guidance,market supervision,public service and social management,in order to improve the level of government management and the development of tea industry in Yibin City.The results show that:(1)the government management problems existing in the development of Yibin tea industry are mainly caused by the backward management concept,unreasonable department setting,inadequate market supervision and function transformation,imperfect public system and so on.(2)Based on the analysis of the problems and causes of government management in the development of Yibin tea industry,this paper puts forward relevant suggestions and countermeasures such as strengthening the introduction of planning guarantee policies and the construction of standard system,rationalizing management mechanism,enhancing subject cultivation,reinforcing talent guarantee and public service supply in the six dimensions of government planning,management mechanism,government guidance,market supervision,public service and social management.
