A Study On The Innovation Of Government Governance In Yibin As A Sub Central City Of Economy

Since the reform and opening up,China’s economic and social development has entered a new era.In the face of rapid development,local government governance problems are facing new internal and external situation and environment,which is a great test for local government’s governance ability.The innovation of government governance needs to make new breakthroughs.At the 19th National Congress of the Communist Party of China,it is more clearly proposed to establish a social governance pattern of "co construction,CO governance and sharing" and promote the innovation of government governance,which is the need and general trend of Party governance.Since 2017,there have been many "war for talents" staged around the country.Various preferential policies for talents have emerged in an endless stream.There is a great tendency not to recruit talents from the world,but the ultimate goal of seeking talents is to promote local development.To promote development,first of all,we should think about the innovation of the government’s own governance.In accordance with the development plan of Chengdu Chongqing urban agglomeration issued by the state and in combination with the development in recent years,Sichuan provincial Party committee has identified seven regional central cities,including Mianyang,Deyang,Leshan,Yibin,Luzhou,Nanchong and Dazhou,and encouraged and supported the qualified regional central cities to strive for the Provincial Economic sub center.The Sixth Plenary Session of the fifth session of Yibin municipal Party committee held in July 2018 proposed to focus on key problems in four years,strive to achieve a total economic output of 300 billion yuan in 2021,and build a provincial economic sub center.Under the current system of our country,to measure the development level and comprehensive strength of a place,we often regard the total economic output as the hero.Therefore,although we wear the hat of economic sub center,we can see from the actual influence and essence that the development process involves population,labor force,urban infrastructure construction,environmental governance and other attributes,reflecting the local government’s time in this period The ability of governance in the period can’t be analyzed intuitively from the perspective of economic development,and the economic aggregate meeting the requirements is only a standard to measure.This paper studies from the perspective of governance innovation in the process of building Yibin.The research of this paper is based on the prefecture level city government,from the government in the process of urban development to achieve a certain goal of the main problems,including decision-making and management innovation,public management efficiency and so on.Starting from political science,economics and other disciplines,this paper studies the governance innovation of local governments in the face of these problems.The research content is divided into five chapters,the introduction,mainly including the background and significance of the research,the research status at home and abroad,comments,research methods,etc.;Chapter One: the definition and theoretical basis of the concept,mainly on the basis of the relevant concepts and theories described and analyzed;Chapter two: the use of case analysis and research methods to build Yibin into a provincial economic sub center,The main problems faced by the government in decision-making and governance;Chapter Three: the threat,opportunity,disadvantage and advantage in the development of Yibin are obtained by using tows analysis method as the ideas to put forward countermeasures;Chapter Four: according to the previous analysis,and based on the relevant theories,the innovative path to solve the problem of government data governance is proposed;Chapter Six: the conclusion: a brief summary of the research problems.This paper aims to promote the innovation of local government governance and better practice the people-centered development idea.
