Research On The Modernization Path Of Resource-depleted Rural Governance

With the acceleration of the process of modernization,the importance of rural development to the modernization of Chinese characteristics has deepened.As part of resource-depleted areas,the industrial structure transformation of resource-depleted villages is the focus of China’s urban-rural integrated development,and how to realize the modernization of rural governance in resource-depleted villages is a social issue worthy of attention.In recent years,with the depletion of coal resources and the transformation of industrial structure,District K of Shijiazhuang City,which relies on coal resources for development,is facing the problem of modernization of rural governance.Therefore,the study of the modernization of rural governance in Area K of Shijiazhuang City is representative of the modernization of rural governance in resource-depleted villages.Based on the overall situation of current rural governance in District K of Shijiazhuang City and the advantages of rural governance of typical rural communities,the methods of investigation and research,case analysis,literature review and other methods are used to analyze the beneficial attempts and existing problems and causes in the current rural governance.Through field research,it was learned that the 30 rural communities under the jurisdiction of District K of Shijiazhuang City each have their own development plans,each with its own administration,and different rural governance situations.Based on this,four rural communities with rural governance results were selected as typical cases,and the typical practices of rural governance modernization in District K of Shijiazhuang City were analyzed,and it was found that the governance advantages of these four rural communities were: building a party building brand of "party building leads and is the happiest for good",fully developing the village collective economy,exploring "point system" governance methods and innovative governance methods.Through the study of the overall rural governance situation in District K of Shijiazhuang City,it is found that in the process of rural governance modernization,there are problems such as the weakening of the role of rural grassroots party organizations in rural governance,insufficient supply of rural public services,poor participation of civil society organizations in governance,and insignificant status of rural residents.The reasons for this are the weak foundation of modern economy,the lack of motivation of social organizations to participate in rural governance,and the lack of ability and awareness of rural residents to participate in rural governance.In order to solve the above problems,we should adhere to the role of party building in the modernization of rural governance;extending the economy-based rural economic chain;Build a new pattern of multi-subject rural governance based on autonomy;Improve the construction of rural governance systems based on the rule of law;Strengthen the construction of rural culture with rule by virtue as the priority.
