Research On Rural Governance Issues In Traditional Villages Under The Rural Revitalization Strateg

Common prosperity is the foundation of Chinese society,the great hope of the whole people and the consistently valuable orientation of the Chinese Communist Party.China has built a moderately prosperous society in every respect and is embarking on a new path of social modernization and comprehensive development.The new direction and objective of rural development in the new era,as well as the inevitable choice,domestic demand and an effective path to overall success,are the basis and guarantee of effective governance.In order to implement the rural management strategy,we must pay attention to ’a prosperous industry,viable ecology,a civilized rural style,effective governance and a prosperous life’,improve the effectiveness of social management of rural areas and create a new system of rural administration.Between 2000-2010,urban development,rapid industrial development and the strong withdrawal of the government from the villages futher promoted urban development,resulting in unprecedented changes in the composition of the rural population,economic development,social resources and governance model.The number of traditional villages has fallen sharply from 3.63 million to 2.71 million and in just ten years to 900000.Where are these traditional villages going?There is a special existence in the countryside with traditional villages.Traditional villages have a long history and serve the people today.They have unique cultural,historical,artistic,economic and social values and are the greatest legacy of Chinese agricultural civilization.Traditional villages have formed a unique historical style,based on their own development rules,keeping in mind a long history.However,most development models have struggled to keep pace with the rapid pace of transformation and development,and the gap between urban and rural areas is widening.How to survive and develop traditional villages in a modern environment,largely preserving the characteristics of traditional villages,fully exploiting their unique advantages to achieve rural revitalization has become a problem that cannot be ignored in the development process of a traditional village.Between 2012 and 2019,the Ministry of Housing and Urban Development(MOHURD)and other ministries and commissions selected a group of ancient villages in China at the political and management level,a total of 6999,covering 30-provinces such as Hebei,Shanxi,Inner Mongolia and Zhejiang.The number of traditional villages in Chinese administrative villages has also increased from 0.5%to 1.27%.Traditional villages are an important historical and cultural heritage and material carriers of cultural and national self-confidence and should serve as a benchmark for rural management.This paper studies this problem through literature collection and analysis,field investigation,historical research and case analysis.Based on the distribution of traditional villages in China and the current governance situation,this paper takes Mingshan Village in Wenzhou City as a case,and centers on the 20 word general requirements of the rural revitalization strategy,to investigate the governance situation of Mingshan Village from three directions:human settlements,beautiful rural construction,and economic industry.It is found that Mingshan Village has generally improved the living environment and industrial economic environment through the beautiful village "Moon Project",industrial structure adjustment,river regulation and garbage classification.At the same time,there are some problems,such as serious population loss,lack of management mechanism,lack of funds,difficulty in maintaining the human settlement environment,confusion of the market economy and slow development of the industrial structure;The main reasons for these problems are the lack of villagers’ sense of ownership,the lack of governance capacity of village committees,and the long-term existence of urban-rural dual structure.Aiming at the problems faced by China’s traditional village governance and the causes of the problems,this study first carefully analyzes the outstanding traditional village governance cases at home and abroad,summarizes the advanced experience,and discusses how the government should do a good job in the protection and development of traditional villages in the future under China’s unique national conditions,combining the theory of integration of three governance,integration of urban and rural economic and social development,etc.Namely,establish a sound talent incentive mechanism,attach importance to the training of cadres,and solve the problems of poor personal quality of villagers and empty nest in rural areas;Establish a scientific and effective environmental governance model,strengthen the construction of rural grass-roots organizations,improve villagers,and optimize the unreasonable management mechanism;Enrich the source of funds,optimize the way of use,and alleviate the problem of development fund gap;Improve the market economy system,tap potential characteristic industries,create a characteristic tourism economy,and improve the market economy of Mingshan Village.The innovation of this paper is reflected in:fully reading the ideological core of the rural revitalization strategy,combining the current situation of traditional village governance,refining the key points of traditional village governance,studying the existing problems,analyzing the causes of the problems,combining the advantages of other excellent cases at home and abroad,from the perspective of rural governance,providing solutions and suggestions to promote the transformation and development of traditional villages,and improving villagers’ satisfaction.It can provide some reference for other traditional villages with the same situation and problems,and help promote the continuation and development of traditional villages’cultural heritage.
