| In recent years,the development speed of China’s vast rural society has been continuously improved,and the current problems such as the large number of administrative villages and the uneven distribution of resources have become increasingly prominent,which has seriously affected the industrial optimization of rural areas and restricted rural revitalization.As a result,village consolidation is being carried out vigorously throughout the country.In the past 15 years,the number of administrative villages in China has reached several thousand every year,and the speed and intensity of withdrawal and merger are very amazing.Judging from the practice of various localities,the merger of villages can effectively release the development potential of rural society and continue to "make blood" for rural economic development.While promoting the large-scale merger of villages,it is of strong practical significance to explore practical and feasible optimization paths in depth and maximize the efficiency of the merged villages.From the perspective of the logic theory of multiple institutions,the interaction and conflict between the state,the grass-roots government and the rural social group has led to a deviation in policy implementation and directly affected the final result of village merger.In this paper,taking the adjustment of the scale of the administrative village of T Town(hereinafter referred to as the "village adjustment work")as an example,through the participatory observation method,character interviews,questionnaire surveys and other research methods,the first-hand information is fully collected,and the logic and behavior interaction of different interest groups in the process of adjusting the scale of the administrative village are analyzed.Judging from the research results,the state,as a Policy Maker,the behavior logic is to encourage the steady advancement of the work of the village,regulate the pace of rural social development,and ensure the legal stability of the political power;the T Town Government,as the Executor of the Decision-making,the behavior logic is to promote at the section level,actively complete political tasks,and ensure the stability of the rural society;the Rural Social Groups are divided into two categories,the Village Cadres are based on the dual "agent" identity,their behavior logic is to compete for power and resources,expand their own clan power;the Villagers as Parties,Behavioral logic is the demand for interests under rational weighing.The final result of the village adjustment work in T town is the result of the conflict and adjustment between the behavioral logics of the three.The point of contradiction and dispute between this "pull" is precisely the dilemma facing the current village investigation work.According to the problems found,the author proposes an optimization path from the aspects of policy formulation,development path and long-term mechanism to alleviate the embarrassing situation of "the state has requirements,the grass-roots level has noise,and the peasants’ willingness is low" faced by the current village merger,find an optimization path for the operation mechanism of village merger,and provide research reference for future rural governance. |
