Rural Public Service Satisfaction Research Under The Background Of Administrative Vliiage Merge

"The agriculture is abundant,the basis of the country is strong;the farmers are rich,the country is prosperous;the villages are stable,the country is secure".Supply of high rural public service quality as the core of government policy system,is an important way for government to narrow the gap between urban and rural areas,to balance urban and rural development,and also an important guarantee for the grass-roots social stability and promoting rural economic development.After the sixteen session of the Fifth Plenary Session of the party proposed building a new socialist countryside and the agricultural tax which has a history of several thousand years is cancelled,the government has strengthened support for rural.In order to meet the needs of rural economic and social development in the new period requirement,adapt to the need of new rural construction.All over the country various forms of exploration activities are carried out,including"administrative village merge".Administrative village merge itself is an important means of building new socialist countryside,the integration of urban and rural development.But after the merger,if new unbalanced development problems will be produced between independent villages and merged villages,or among different types of merged administrative villages,it will be the key of the paper.This paper starts with the evaluation of satisfaction of the rural public service,investigating the rural public service after the village merger for nearly 7 years,reflecting the service supply of rural public and demand situation on current,comparing independent village and merged village,different types of merged administrative village,the natural villages in the same administrative village but in different places,the satisfaction differences of the rural public service on current.And to reflect the needs of farmers at the present stage of the satisfaction degree and the level of social welfare.It also can be used as one of the performance evaluation of local government.The main part of the paper is divided into five parts.The first part is the introduction,mainly introduces the background,the purpose and significance of the thesis,reviews domestic and foreign research and introduces research content,method and possible innovation points and so on.The second part is the definition of related concepts and theoretical basis of the administrative villages.In this part,I will define the administrative village,the evolution of administrative village,the types of administrative village and the rural public service,and introduce three theoretical basis of this paper,namely the transaction cost theory,central place theory and scale economy theory.The third part is the survey area and data source,introduces the general situation of the survey area,the contents of the questionnaire,index quantification and statistical method.The fourth part is the statistical analysis of administrative village merge with rural public service satisfaction,statistics analysis on the effective questionnaire by the SPSS20.0 statistics software,descriptive statistics analysis,t test and single factor variance are carried out to expound the rural public service supply and demand on current,and the satisfaction of the rural public service evaluation results are analyzed.Several public service satisfaction are compared between the different types of villages(independent village with merged village),among the different types of merged villages(a big village merges a small village and above,two natural villages of similar size merged,a plurality of village merged),and among the independent village and the natural village in which the administrative village’s office is located(commonly known as Sat Village)and the other natural villages in the same administrative village,in order to find the correlation between them,to analysis the differences.The fifth part puts forward the opinions and the suggestions to promote the satisfaction of rural public service under the background of the administrative village merge.
