Since the civil Servant Law came into effect on January 1,2006,it has played an important role in building a contingent of high-quality and professional civil servants.However,in the process of implementation for many years,the problems such as low administrative efficiency and strong job burnout of civil servants are gradually exposed.In order to adapt to the new situation of China’s public human resource management in the new era,the former national human resource department and civil servant management department led the revision and improvement of the Civil Servant Law.In the new Civil Servant Law,the biggest difference from the 2006 civil Servant Law is the proposal of the parallel content of position and rank.Positions and ranks for reference in the modern enterprise business title system,parallel system in the investment banking industry,IT industry,sales already quite mature,but due to the particularity of public sector human resources management,especially the particularity of civil service management,position and rank the parallel system can really will be the new era of party construction general requirements and effectively implement the party’s organization line,Play a reasonable incentive role,there is no conclusion at present.Therefore,taking cadres in a certain region as a sample,the research on the effect of the parallel policy of position and rank in the new Civil Servant Law has an important reference role in optimizing and improving the human resource management methods and directions in China’s public sectors.Taking DISTRICT B of City A as an example,this paper evaluates the effect of the parallel policy of position and rank under the background of the new Civil Servant Law,and finds out the existing problems and causes.At the beginning of the study,the author firstly reviewed the process of the construction of China’s national civil service system,and carried out a literature review based on the relevant contents of human resource management research in public sectors.Through the literature review,it can be seen that the research on the effect of parallel policies for civil servants is related to career development theory,Vroom expectation theory,Lorenz curve,Gini coefficient theory and so on.At the same time,on the basis of literature review,the information collection method of interview and questionnaire was selected,and the concerns of civil servants were further clarified in the interview,and the design of questionnaire was further improved.Through literature review,interview,questionnaire,can the basic judgment,under the background of the new "civil servant law" positions and ranks parallel policy in general is relatively smooth,civil servants has improved the overall economic income,all kinds of groups on the new "civil servant law" under the background of post and rank parallel policy points of view are consistent,civil servants administrative level promotion channel smooth,Wage equity has been further improved.At the same time,it is also found that there are unclear promotion standards,the phenomenon of "doing more and doing less is the same" has not been effectively solved,and it is difficult to measure the performance appraisal results of civil servants.In view of these problems,the author combined with the advantages of the current policy implementation,put forward the policy optimization countermeasures,and further put forward the "new administrative officer,affairs officer mode"(government affairs cadres,affairs cadres mode)reform ideas,for improving our country’s civil servants and even the public sector personnel policy to provide some ideas.
