With movement of NPM sprang up on our countries,all kinds of new managing ideas,technologies and methods are being taken by departments of government.As a whole new method,management of the civil servant'performance are also being taken into HRM of government . intrinsic traditional methods and tools of human-affair assessment had already felled short of modern HRM of government,should be taken modern methods and tools of the civil servant performance evaluation. Only adopted scientific methods of the civil servant performance evaluation,the goal and content of performance evaluation makes to be realized,the civil servant's performance is also evaluated to a nicety and impersonality.There is all kinds of methods of evaluation of the civil servant'performance,but anyone of methods has advantage and disadvantage,and has special range of use.There is not perfect method on the practice of the civil servant performance evaluation.So it is necessary to tease theory and filter practice,in order to meet with demand of evaluation of the civil servant'performance on practice.This paper is experimented on this way.The paper mainly took the model of combining procession with function,combining practice with main methods to analyze and explain.In detail,this article is divided into five parts to do the analysis:Part I: this part points out the necessity and meaning of evaluation of the civil servant'performance.It mainly introduces what is the methods of evaluation of the civil servant'performance through defining content and comparison of methods,and introduces how to select methods of evaluation of the civil servant'performance,and the meaning of evaluation of the civil servant'performance.Part II: this part is involved in introducing the different methods of building of evaluating index and the factor of index.It mainly discuss different methods of establishment and filtration of evaluating index.Part III: this part is involved in introducing the use of methods of establishment of technique index.it mainly contains right,criterion,fraction intechnique index,and how to make and use.Part IV: this part introduces the use of methods of organizing and implement on evaluation of the civil servant'performance.It mainly introduces how to make sample and pick evaluation object,and use of common methods of evaluation:comparison,aiming,professionalism,behavior,synthesis.Part V: this part is involved in introducing the use of methods of inspection evaluative outcome . It mainly includes inter-scorers reliability , validity ,discrimination,normal distribution.
