Research On Countermeasures To Improve The Effectiveness Of Rural Discipline Inspection Organizations In Z City

Rural governance is not only an important component of the national governance system,but also the cornerstone of rural revitalization.Since the 18 th National Congress of the Communist Party of China,the party and the state have gradually increased the importance of agricultural and rural work,comprehensively improved rural governance,placed rural power supervision and safeguarding the interests of the masses at a higher level,and put forward newer,stricter and more specific requirements for rural discipline inspection and supervision work.With the background of improving the effectiveness of rural discipline inspection organizations in our country,the work development of 648 rural grass-roots disciplinary inspection organizations in Z City,Hebei Province is selected as the research object in this paper,trying to put forward relevant measures to further improve the work effectiveness of rural grass-roots disciplinary inspection organizations through practical research and empirical analysis.It provides a reference for effectively improving the ability of village discipline inspection committees to perform their duties,improve the level of supervision,and prevent and punish corruption around the masses.By clarifying the concepts of inner-party supervision,discipline inspection and supervision,and rural grass-roots disciplinary inspection organizations,the thesis provides a theoretical basis for the writing of the paper,combined with the theory of power checks and balances,inner-party supervision,and cadre supervision.Secondly,through data research,questionnaire surveys,key interviews,and other methods to empirically explore the performance of the village discipline inspection organizations in Z City,combined with the author’s work experience in discipline inspection and supervision at the city and town levels,the writer draws out the current work of the village discipline inspection organizations in Z City.The more prominent problems are mainly due to the not smooth enough exercise of power,the not carried out in depth enough of work,the insufficient supervision and management of ordinary party members,and the widespread problems of self-supervision,working methods can be improved,this has affected the effectiveness of rural discipline inspection organizations,and there is a certain gap between this and the requirements for rural supervision work in Enforcing Strict Party Self-Governance and rural revitalization.Third,to conduct an in-depth analysis of the causes of the problem,mainly due to the not standardized life of rural party organizations,unclear rights and responsibilities of the main body of the rural supervision system,incomplete rules and regulations related to the performance of responsibilities,the management and leadership of the village discipline inspection organization by the township,and insufficient own ability and quality.Finally,starting from the aspects of effectively strengthening the political life within the party at the grass-roots level,straightening out the rural discipline inspection and supervision system,standardizing and improving the supervision and assessment of discipline inspection members,and establishing a linkage mechanism for the rural supervision system,improving the overall quality of discipline inspection members,the paper proposes some ideas and paths for the effectiveness of discipline inspection organizations in order to improve the village governing of Z City.Because of the special geographical,social and folk factors of Z City,the city’s rural areas are representative to a certain extent.The relevant conclusions drawn from this city can provide reference for other rural areas and provide a new,more specific case for the study of rural grass-roots party conduct and government integrity and countermeasures.
