As the first resource,talent resources have become the focus of attention of all countries in the world for many years.We have entered an era in which people who have talents may have an industry or even an industrial chain.Seizing talent resources has become an important means of building local industrial highlands.With the full development of China's talent-strengthening strategy,provinces and cities have gradually realized the importance of talent resources,and began to formulate relevant talent recruitment plans for various types of talent research.The “3551 Optics Valley Talent Schema” of East Lake High-tech Zone is one of the many talent policies introduced during this period.The intensive release of talent policies has led to the study of the effects of policy implementation by scholars and experts.This paper uses the Smith model to analyze and evaluate the implementation effect of the “3551 Optics Valley Talent Schema” through four factors: the idealized policy,the implementing agency,the target group and the environmental factors.Through literature research,individual interviews,comparative analysis and other methods,through the study,the “3551 Optics Valley Talent Schema” of East Lake High-tech Zone has problems such as unclear policy objectives,insufficient service depth of the park's implementing agencies,no industrial focus of the target group,and no obvious competitive advantage.The most important factor causing these problems is that they fail to effectively combine the characteristics of regional industrial development and attract talents according to the needs of industrial development.To improve the implementation effect of the “3551 Optics Valley Talent Schema”,it is more advantageous in the same type of high-tech zones,and needs coordinated management.The most important thing is to study the actual needs of industrial type talents in East Lake High-tech Zone,and to develop more targeted characteristics in combination with the characteristics of high-tech zones.The policy of attracting talents is to achieve the effect of attracting talents through talents to drive the industry and use the industry.
