| The new crown epidemic that broke out at the end of 2019 has a rapid spread,wide impact and strong invisibility,and has developed into a global pandemic.The raging new crown epidemic has also brought severe challenges to my country’s emergency management system and emergency management capabilities.The community is the first scene of the outbreak of emergencies,and it is also the front line of emergency management.Compared with the communities in the developed provinces and cities in the central and eastern regions,the communities in the underdeveloped regions in western my country are limited by many factors such as economic level,social resources,governance system,and cadre quality,and their emergency governance capabilities and governance systems need to be further improved and improved.Especially in the context of strengthening the modernization of grassroots governance systems and governance capabilities,the improvement of community emergency governance capabilities in underdeveloped western regions has important practical significance for promoting the modernization of grassroots social governance.Community resilience refers to the ability of a community to fully deploy its own resources to actively adapt to and resist emergencies,and to restore community functions to pre-disaster levels in a short period of time.Compared with the traditional post-event passive community emergency response method,community resilience is more autonomous,resourceful and responsive,providing a new perspective for the transformation of community emergency management thinking and practical exploration.Based on the theory of crisis management and community resilience,this paper sorts out the origin and development of the concept of resilience,defines the concepts of community resilience,underdeveloped western regions and community emergency governance,and clarifies the relationship between resilience and resilience.Based on the analysis of the influencing factors of community resilience,combined with the domestic community emergency governance practice,a community emergency governance analysis framework from the perspective of five dimensions including physical,economic,social,institutional and individual is proposed.Based on this analysis framework,this paper takes the Q community in Ningxia as the research object,and analyzes the epidemic prevention and control practices of the Q community from the above five dimensions based on the first-hand information and data obtained from participatory observations and interviews.In the process of emergency management of the new crown epidemic,it has been exposed that community space gathering,prominent safety hazards,lack of public health resources,lagging emergency technical means,insufficient community emergency coordination,limited coping capabilities,lack of emergency plans,restricted emergency response efficiency,and weak emergency awareness of residents Therefore,it is proposed to strengthen the resilience of community facilities by creating a flexible community public space;attach importance to the construction of emergency support resources and strengthen emergency support;build a coordinated emergency response pattern to build a strong community emergency defense line;strengthen community emergency toplevel Design and consolidate emergency system guarantees;cultivate community public safety culture,enhance individual resilience of residents and other ways to shape the resilience of communities in underdeveloped areas in the west,and build strong resilience communities in underdeveloped areas in the west. |
