Evaluation And Improvement Of Community Resilience Under COVID-19

At present,we are in an era of risk with frequent occurrence of sudden crisis events,and the losses and injuries caused by all kinds of risk crisis events to human society are increasing day by day.Community is the basic unit of social governance,and should give full play to the role of community as a basic platform when dealing with all kinds of sudden disasters or events.In recent years,it has become an important issue in the field of disaster management that which methods or approaches can be adopted to strengthen the community’s ability to defend against disaster crisis events,minimize the damage that risk crisis events may bring to the community and residents,and make the internal and external environment of the community quickly recover to before the damage.Community resilience is the ability of the community to prevent,respond to and recover from difficulties in the face of disaster crisis events.It is of great significance to maintain the stability of the community and reduce the damage caused by disaster crisis events.In the risk era of frequent disaster crises,the role of community resilience in disaster management and practice has been paid more and more attention by all circles,and has gradually become a research hotspot in this field.The COVID-19 outbreak at the end of 2019 is undoubtedly a test of community resilience building in times of risk.In the face of sudden public health events such as COVID-19,communities act as barriers to the prevention and control of infiltration and transmission of COVID-19.Strong community resilience is the basis for supporting communities to maintain a sound system in the face of the epidemic.Therefore,it is very important to accurately evaluate the current development situation of community resilience,excavate the possible problems in the process of community resilience construction,and then make targeted improvements to improve community resilience.Through the way of questionnaire survey,this study of COVID-19 community resilience under the epidemic situation are briefly evaluated,explore the social demographic characteristics,disaster prevention and mitigation actions,the communication with the community interaction with the community recovery possible relationship between strength score table,and the possible problems in the construction of current community resilience,and then puts forward some countermeasures to promote community resilience.First of all,the author through a large number of literature reading,to the domestic and foreign scholars to the community resilience theory concept and generalizes the research of evaluation system,the selection of six kinds of community resilience assessment tools were analyzed,based on the results of the analysis and combined with the present situation in our country,which is suitable for this study selected community resilience assessment scale,During the COVID-19 epidemic prevention and control period,Community Resilience Assessment Questionnaire was distributed to community residents in Shanghai,Hubei and Sichuan,and 408 valid questionnaires were confirmed after screening.Excel and SPSS26.0 statistical software were used for data processing and analysis.Firstly,the socio-demographic characteristics,participation in disaster prevention and mitigation actions,communication and interaction with communities,and the scores of community resilience scales in the samples were analyzed by descriptive statistics.Secondly,univariate analysis and multiple regression analysis were used to explore the possible relationships among sociodemographic characteristics,disaster prevention and mitigation actions,communication and interaction with communities,and scores of community resilience scale.The study drew the following conclusions:First,the results of descriptive statistical analysis show that among the five areas of community resilience,the "information and communication" area is in a dominant position,while the "owned resources" area is in a weak position and needs to be improved.Second,in terms of basic sociodemographic characteristics,the scores of community resilience of divorced groups are higher than those of married and unmarried groups.The scores of community resilience of junior high school and below are higher than those of college and above.The scores of community resilience of residents in Hubei are lower than those of residents in Shanghai and Sichuan.Third,in the four projects of participating in disaster prevention and mitigation actions,the scores of community resilience of residents who took or participated in disaster prevention and mitigation actions were all higher than those who did not take or participated in disaster reduction actions.Fourth,in terms of communication and interaction with the community,maintaining contact with the community(communication and interaction)is very important in the community resilience score,while how to maintain contact with the community(communication and interaction)has little influence on the community resilience score.In an emergency,no rescue support scored lower on the residents of community resilience from the neighbors,friends,organizations and institutions provide relief support any residents,meanwhile,found that emergency neighborhood can provide relief support each other,to the community resilience scores have significant positive effects;Residents who participate in the activities of public welfare organizations in their communities score higher on community resilience than those who do not.At the same time,it also found that there may be problems in the construction of community resilience: in the past,the disaster education in the community may be ineffective;Communities that have experienced a disaster crisis event may have problems translating the experience into community response to the crisis event in a timely manner.Based on the above study,this paper based on the analysis of the same ideas,from the "social demographic characteristics" "to participate in disaster prevention and mitigation action" communication "with the community" may cause positive impact in the community resilience level as a starting point,from the following three aspects to promote the community resilience puts forward the countermeasures and Suggestions: one,attaches great importance to the community of human capital and social capital;Second,to establish a complete disaster prevention and mitigation system;Third,strengthen communication and interaction between residents and communities.
