As a soft factor,organizational culture is directly related to the thinking habits and value orientation of organizational members and then affects performance of the organization.Since the 19 th CPC National Congress,the governance of government offices has been put to a new level by China,and the cultural construction of government offices and organizations has been entrusted with a new mission.In China,a socialist country,modernizing governance of government offices can’t be achieved without insisting on the leadership of CPC,and Party construction puts an important influence on the cultural construction of government offices and organizations.Throughout the 6 major constructions of the Party,ideological and style constructions directly strengthen and rebuild the value shaping and behavior concept of staff in a government office and play a very key role in the cultural construction of government offices and organizations.By using an empirical research,this paper truly reflects the current situation of that Party construction leads governance of government offices in C City from the perspective of organizational culture,with questionnaire survey and interview as the basic research methods.By combining the data and information that are obtained,it first explains the basic theoretical issues such as connotation for the governance of government offices and connotation of Party-construction guidance and provides the theoretical basis for conducting a research.Secondly,results from data analysis and interviewing show that there are some problems in the ideological construction in government offices of C city,such as not strong enough to build common language and concept,not firm enough to build common value concept,not flexible enough to implement categorical teaching,not rich enough of cultural change situations,and not active enough to build "departmental culture".In the work style construction of government offices,there are problems such as not thoroughly correcting the "four unhealthy trends",not effectively guiding the establishment of a correct view of political achievements,not fully practicing the pragmatic style,and not comprehensively supervising the "eight-hour outside" behavior style.Then by doing in-depth research and combining with the theory of organizational culture,it finds the causes of problems in ideological construction,including hindering the construction of common language by the assessment and evaluation mechanism,fading into the consciousness of serving the people by change of social environment,weakening internal driver of categorical teaching by attribute of political organs,restricting the cultural change of organs by professional ability,and affecting shaping "department culture" by leadership’s assertiveness,as well as the causes of problems in work style construction,including generating negative thoughts by the "official standard" consciousness,guiding the dislocated and alienated view of political achievements by assessment,affecting the pragmatic style by lack of positive incentives,and restricting the "eight-hour outside" management by lack of supervision joining forces.Finally,for the problems existing in the construction of organizational culture during the governance of government offices,this paper puts forward countermeasures and suggestions including improving the learning assessment system based on building a common language,focusing on enhancing the sense of career gain based on strengthening the consciousness of serving the people,implementing categorical teaching based on the comprehensive coverage of learning,improving the quality of practitioners based on adapting to the requirements of cultural change,and encouraging the creation of personalized brands based on the development of "department culture",to improve the ideological construction of government offices,as well as countermeasures and suggestions including strengthening discipline and accountability of enforcement based on cultivating the correct concept of power,scientifically setting assessment indicators based on implementing the new development concept,enhancing the positive incentive based on strengthening the pragmatic style,and building closed loop of supervision based on the whole chain management,to improve the work style construction of government offices,thus providing some references to cultivate the organizational culture with new characteristics for that Party construction leads governance of government offices.
