| With the transformation and upgrading of the national industry,China has paid more attention to high-quality development in all aspects of politics,economy,culture,society and ecological civilization.In the new situation,the government is facing new opportunities and challenges,Shouldering the important function of implementing the rural revitalization strategy and realizing the continuous improvement of the people’s good life.At present,the construction of organizational culture in grassroots government work cannot fully meet the requirements of the situation,comparing with corporate culture,the organizational culture construction of grass-roots government should embody political,discipline,efficiency and public welfare,and is more inclined to the publicity and education of cultural ideology and political work.At the same time,the management concept of the grassroots government should continue to improve scientization and modernization,speed up job transfer and improve efficiency,enhance the credibility and execution of grassroots government,in order to improve the happiness of the people effectively.When Henri Fayol founded the general management theory,he pointed out: "The management concepts and methods are not only applicable to public and private enterprises,but also applicable to military and political organs and social organizations." Based on the author’s own work practice,this paper applies the theory of business administration to administrative organizations and discusses the construction of organizational culture of township governments,with a view to improving the organizational culture level of township governments and promoting the work.This paper takes the organizational culture construction of DZ township government as the research subject to carry out the research on the organizational culture construction.First of all,through consulting relevant literature to carry out theoretical research,the concepts of organizational culture,administrative organization culture,township government,craftsman spirit and other related research at home and abroad are combed and summarized to clarify the characteristics and development methods of grassroots government organizational culture construction;then,a questionnaire was designed,through questionnaires and observation interviews,existing problems and causes of organizational culture construction in DZ township government were summarized and analyzed;finally,according to the four-level theory of organizational culture(material level,behavior level,system level and spirit level),the countermeasures to optimize the organizational culture construction of DZ township government are put forward from four aspects: strengthening the construction of material carriers with DZ township characteristics,upgrading the talent construction project of DZ township government,forming a long-term mechanism for organizational culture construction of DZ township government,and strengthening the construction of spiritual culture field of DZ township government,to improve the quality and efficiency of organizational culture construction by applying relevant safeguard measures.It is hoped that the research of this paper will have practical guiding significance for DZ township government to carry out organizational culture construction,so as to improve or even solve the difficulties encountered in organizational culture construction,and achieve the purpose of improving service quality,improving administrative efficiency,strengthening political power construction,enhancing organizational cohesion and enhancing members’ sense of gain.It is also hoped that this research can play a reference role in the organizational culture construction of other grassroots government in China,and take the excellent organizational culture construction as an opportunity to lead to the realization of the goal of great development and prosperity of the organization’s material and cultural construction. |
