“Ride-sharing services” is “network reservation taxi”,which is a brand-new economic format that combines the Internet with traditional industries.It changes the way the public travels and consumption patterns,and improves resource utilization.It is a typical representative of the sharing economy.While the network car is bringing convenience to the society,there are also various problems.Therefore,seven ministries and commissions such as the Ministry of Transport jointly issued the "Guiding Opinions on Deepening Reform and Promoting the Healthy Development of the Taxi Industry" and "Interim Measures for the Administration of Online Appointment of Taxi Management Services",various localities have also formulated the Regulations to strengthen the control of the network car market.Up to now,relevant management policies have been implemented for three years.From the perspective of policy implementation,the network car has basically bid farewell to the barbaric growth stage and is developing in the direction of standardization.However,the relevant management policies have exposed new problems when they are implemented.Therefore,this paper chooses to study the implementation of the policy of online car appointment management,to explore the problems existing in the implementation of the policy and to put forward suggestions for improvement.On the basis of clarifying the development process of the policy of online car appointment management,combining with the current policy of online car appointment management,taking Shijiazhuang as the research area and Smith model as the theoretical basis,this paper explores the implementation of the policy of online car appointment management from the four levels of policy itself,executing subject,target group and policy environment by means of literature analysis,interviews and questionnaires,analyzed in depth.Finally,on the basis of referring to foreign experience in the management of online car booking,aiming at the existing problems,this paper puts forward some concrete suggestions,such as revising the unreasonable part of the policy,establishing the coordination mechanism of executing subjects,improving the support degree of target groups and creating a good environment forpolicy implementation.Through the research,the author hopes to provide some solutions for improving the management policy of online car booking market in practice,and put forward some suggestions for improving the service quality of transportation industry and further building and perfecting the management system of online car booking market in China.In theory,we should promote the combination of Smith model and the practice of the implementation of the management policy of online car booking,enrich the practical development of Smith model theory,and expand the application scope of Smith model theory.
