The “Aid and Management of urban vagrants and beggars”which promulgated in2003, has been successfully changed from forced detention and repatriation to care-typerelied, from passive relied to initiative relied. However, a range of problems, such asrelief policy provides extensively itself, the communications and coordination betweenrelief implemented authorities and organizations are not enough, the screening, treatment,and placement of relied people are difficult, inadequate support in political, economicand cultural environmental factors, still remain in the real process of implementation.Bringing forward effective measures of improvement in light of the research based on thepractice is of both theoretical and realistic significance to Improving the implementationof the relief policy of urban vagrants and beggars, helping the urban vagrants and beggarsto solve problems really.This essay takes Shenyang City as an example. With reference to various materialsand interview on the spot, and application of the policy implementation model of T.BSmith as theoretical analysis framework, from the four factors of the idealized policy,implemented authorities, target groups and environmental factors. Through in-depthcausal analysis, the problems of the implementation of the relief policy of urban vagrantsand beggars are revealed and the solutions that are aimed at improving the efficiency ofthe policy implementation and realizing the corresponding objectives are tentativelyproposed.
