| The construction of cadre team is the organizational guarantee to realize the national phased goal,and the personnel promotion system of officials is particularly important.Since the reform and opening up,China’s work has been closely centered on economic construction,and the selection of officials has gradually shifted from "political selection of officials" to "economic selection of officials".During this period,China achieved an extraordinary miracle of rapid economic development,which is also inseparable from the efforts of local officials.However,the concept of political achievements with GDP as the core has also brought negative impacts such as environmental pollution while promoting economic development.In the "11th Five-Year Plan",which was reviewed and passed in 2006,economic growth was adjusted to be expected indicators,and environmental indicators were included in the promotion assessment of officials as binding indicators for the first time to guide local officials’ behavior and strive to improve the quality and efficiency of economic growth.The concepts of "not judging heroes by GDP" and "protecting the ecological environment like protecting eyes" have gradually been deeply rooted in the hearts of the people,and the role of economic and environmental performance in promotion evaluation has also attracted the attention of local officials.In addition to the actual performance of officials,the professional experience of officials is also an important reference standard in the process of selecting officials,often reflecting the working experience and ability of officials.At present,relevant studies on the impact of environmental performance on the promotion of local officials mainly focus on key cities and ecological functional areas,and the conclusions are not universal.Meanwhile,few articles put the government performance and career experience of local officials in the same model for unified evaluation and analysis.Therefore,it is of great practical significance to accurately evaluate the role of government performance and career experience of local officials in promotion assessment to improve the current incentive system,facilitate assessment adjustment and establish scientific officials training and development planning.In this context,data of 628 municipal party secretaries of 234 prefecture-level cities from 2006 to 2020 are selected in this paper,and the influence of career experience,economic performance and environmental performance on promotion is discussed and analyzed by binary Logit regression analysis.The research results show that military experience and Communist Youth League experience are not conducive to the promotion of municipal party secretaries.At the same time,after taking into account the non-linear effect of age,the empirical results show that municipal party secretaries with experience in stateowned enterprises are more likely to be promoted.After further dividing the whereabouts of the secretary of the municipal party committee into promotion,flat transfer and demotion,it is found that the secretary of the municipal party committee who has school experience is more likely to get the promotion of the position grade at the end of his tenure of office,which may be related to the extensive knowledge,professional competence,and strong understanding and judgment ability of the officials who have school experience,at the same time,the adverse influence of the Communist Youth League experience still exists.It is difficult for the municipal Party secretary with the Communist Youth League experience to get promotion of the post level after the term of office.However,after a more detailed division of the direction of the party secretary,military experience and state-owned enterprise experience no longer have statistical significance for the post level change after the end of tenure.With regard to government performance,the average per capita GDP growth rate during the tenure of office is not significant for the promotion of municipal party secretaries,while the relative provincial per capita GDP growth rate has a significant positive effect on the promotion of municipal party secretaries,which indicates that there is indeed a promotion tournament system around economic growth in our country,and the consideration of economic performance is more likely to refer to the relative performance of municipal party secretaries in the same province.At the same time,the growth rates of industrial sulfur dioxide emissions,industrial wastewater emissions and industrial soot emissions did not show significant statistical significance for the promotion of officials,indicating that local officials’ attention to environmental protection needs to be further strengthened and officials’ performance assessment needs to be further improved.In addition,the empirical analysis found that the impact of age on the promotion of municipal party secretary is not a simple linear impact,but the possibility of promotion of municipal party secretary increases first and then decreases with age.the longer the tenure of office is,the possibility of promotion of municipal party secretaries decreases.On this basis,this paper puts forward six suggestions: appropriately extending the tenure of officials to ensure the stability of positions and the continuity of policies;attaching importance to the career experience and growth pattern of cadres and establishing a scientific system of training and promotion of officials;clarifying the assessment indexes and weights and reasonably distributing the attention of officials;enriching the forms of incentives to ease the competition for promotion;avoiding a one-size-fits-all approach to making officials younger,respect the law of cadre growth;improve public participation and supervision of cadre selection,and promote openness and transparency in selection and employment.Based on this,we hope to better build the leaders and cadres team,guide the behavior of officials,and achieve good economic and social development. |
