On the 97 th anniversary of the founding of the Communist Party of China and the69 th anniversary of its administration,the Party has made great efforts to select and make good use of leading cadres and accumulated valuable historical experience.How to select and use really good cadres in the right position has always been a major issue.Since the reform and opening up,Party cadres have begun to carry out performance appraisal,which has undergone several evolutionary processes,such as responsibility system,goal management,performance appraisal,performance appraisal,performance management,performance culture and so on.Performance appraisal is an important link in cadre management.It provides objective basis for cadres' promotion,appointment,award and salary system design.It is an important way to improve the working level of leading cadres,improve working methods,seek development platform and then improve the efficiency of Party Committee and government management.Nowadays,how to build a scientific cadre performance appraisal system has become a worldwide problem.Since the founding of the People's Republic of China,the Party and the state have promulgated the Provisional Regulations on State Civil Servants,the Civil Servants Law and the Regulations on the Selection and Appointment of Party and Government Leading Cadres,which provide the legal basis and theoretical basis for the promotion of cadres and the management of cadre performance.However,the design of the system is not achieved overnight.There are still many institutional defects in the performance appraisal of our Party cadres,and the phenomenon of "rule by man" still exists in the promotion of cadres.This paper takes the newly revised Regulations on the Selection and Appointment of Leading Cadres of the Party and Government as the background,takes the improvement of the performance management of cadres within the Party as the starting point,starts with the design of the basic performance appraisal system,deeply studies the connotation,characteristics,procedures,functions and significance of the performance appraisal of cadres,and combines the principles,standards and processes of cadre promotion.It summarizes the advantages and disadvantages of the existing performance appraisal system,and studies the problems from the political system,cultural concepts and otheraspects.Finally,from the top-level design,ideas,operating methods and other angles,the author puts forward suggestions,trying to further straighten out the relationship between cadre performance appraisal and job promotion,so as to make the performance appraisal of cadres more scientific and the promotion of cadres more just.
