In the final analysis,the competition between countries is the competition for talents,and fertility is the source for a country to create and cultivate talents.At present,the population aging continues to deepen,and the shortage of children continues to become one of the largest grey rhinoceros in China.The Party and the state attach great importance to solving this development problem.Since 2013,the central government has continuously adjusted its fertility policy,from allowing only two children to universal two children to allowing three children.However,a series of national fertility policy adjustments have not effectively alleviated the trend of declining fertility rate year by year.Fertility intention will significantly affect the rise and fall of Chinese fertility rate,among which social security and fertility welfare as important factors of fertility intention has come into the public’s vision.With the continuous improvement of women’s social status as the main body of childbearing and the increasing awareness of autonomy,most women go out into the workplace,and the conflict between childbearing and work is increasingly acute.However,in view of the birth social security and labor security,there exist phenomena such as inadequate,incomplete and differentiated welfare.The birth worker should not only bear the double responsibility of his own work and family,but also face the lack of social responsibility of insufficient social support and public service.At the same time,different employment groups enjoy differentiated security treatment will also affect the fertility intention to different degrees.Therefore,from the perspective of fertility protection,this paper will explore the current supply situation of fertility protection measures and the contradictions and problems between the needs of different groups of workers for fertility protection,in order to improve the fertility intention,construct and perfect the social security mechanism to put forward optimization suggestions.In this research,it will pay attention to three aspects: first,analyzes the birth protection policy comprehensively,and combines with the historical record to deeply understand the implementation effect of these policies.Secondly,the method of social survey is adopted to deeply understand the needs of employees with different employment types for reproductive protection and public services,and the empirical data is combined to assess their impact on reproductive intention.Thirdly,specific suggestions will be put forward according to the empirical conclusions for the reference of the government in practice.The author expects to find out the crux of the fertility problem of people with different employment characteristics by exploring and analyzing the contradiction and conflict between the current supply of fertility security and the demand for fertility security in the social security mechanism,so as to arouse the government’s targeted policy attention and put forward optimization suggestions to stimulate the fertility intention and improve the fertility rate.So as to achieve the ultimate goal of improving the current social security mechanism.
