| As a new term in the 21 st century,urban agglomeration plays a vital role in promoting new urbanization and moving towards a higher stage of development.Under the realistic background of the major transformation of China’s urbanization development,the land use of urban agglomeration should not only be based on the pressure exerted by human activities on the surrounding environment and affect the natural environment,but also be a resilient land use,which can enable the urban system to reduce losses and improve its adaptability by virtue of its own ability,so as to realize the coordinated and optimal development of land and the efficient use of land resources.As the largest urban agglomeration in northern China and the national core growth pole,Beijing-Tianjin-Hebei Urban Agglomeration not only rapidly promotes urbanization and regional coordinated development,but also reveals many land problems.The root cause lies in the insufficient level of urban resilience.Therefore,in the seven years of the coordinated development process of Beijing,Tianjin and Hebei,it is particularly important to take into account the resilience of urban agglomeration,create greater benefits with the least land resources and improve the land use efficiency of Beijing-Tianjin-Hebei Urban Agglomeration.Through the correlation analysis of resilience theory and land use efficiency,this paper constructs their correlation framework.Then,taking 13 cities in Beijing-Tianjin-Hebei Urban Agglomeration as an example,the spatial and panel data of 12 years from 2008 to 2019 are collected to build an index system to evaluate the resilience level of Beijing-Tianjin-Hebei Urban Agglomeration from four dimensions.At the same time,the stochastic frontier production function model is introduced to characterize the technical inefficiency term in the model with the toughness level of Beijing-Tianjin-Hebei Urban Agglomeration The software measures the land use efficiency of each research unit of Beijing-Tianjin-Hebei Urban Agglomeration,so as to provide reference for realizing the sustainable use of land resources.The results show that:(1)From 2008 to 2019,the overall resilience level of Beijing-Tianjin-Hebei Urban agglomeration was low,and there was much room for improvement.As an area with relatively perfect urban system development,Beijing ranks first in the Beijing Tianjin Hebei Urban Agglomeration and belongs to a high toughness city;As a municipality directly under the central government,Tianjin is a medium tenacious city;Due to the great difference in development level between Hebei Province and Beijing and Tianjin,infrastructure and economic development strength can not effectively support the improvement of urban resilience level,resulting in a large gap in resilience level between Hebei Province and Beijing and Tianjin,indicating that Beijing,Tianjin and Hebei want to realize the coordinated development of social,economic,ecological and facility resilience,There is still a long way to go to improve the overall resilience of Beijing-Tianjin-Hebei Urban Agglomeration.(2)During the study period,the land use efficiency of Beijing-Tianjin-Hebei Urban agglomeration has been continuously improved.The land use efficiency of the core city of Beijing has been steadily increasing during the research period,and the land use efficiency value reached 1 in 2018 and gradually stabilized,realizing the efficient and sustainable use of land resources;Although the land use efficiency of Tianjin is generally increasing year by year,as a municipality directly under the central government,there is still a large gap compared with the capital Beijing,mainly because Tianjin failed to realize development transformation in time in the process of urbanization,economic development also increased the cost of regional ecological environment,making its land use efficiency relatively low.Compared with Beijing and Tianjin,the average value of overall land use efficiency in Hebei Province is the lowest,mainly due to the wide gap between human,financial and material resources in Hebei Province and Beijing and Tianjin,and the general intensity of urban development in Hebei Province,resulting in the overall land use efficiency of Hebei Province being lower than that in Beijing and Tianjin. |
