A Study On The Legal System Of Service Trade In Higher Education Between China And Kazakhstan

China and Kazakhstan have long attached importance to the development of the internationalization of higher education,and have maintained close hi gher education cooperation and exchanges with each other,and the two co untries have carried out considerable trade activities in higher education serv ices including the movement of natural persons,overseas consumption,and commercial existence within the existing legal framework,and there are rele vant scattered legal norms to adjust the legal relationship in this field,but t he current legal system of higher education service trade between the two countries is still not perfect,and the relevant legal provisions are not perfec t.Some fields have not yet been covered,which is extremely detrimental to the in-depth development of higher education service trade between China and Kazakhstan.This paper will sort out the existing legal norms of higher education serv ice trade in China and Kazakhstan,analyze the existing problems in the exist ing legal system,try to explore the causes of the problems,and put forward suggestions for improving the legal system of higher education service trad e in China and Kazakhstan through relevant feasibility analysis.The first chapter of this paper first introduces the definition and charact eristics of higher education service trade from the perspective of higher edu cation service trade,analyzes the necessity of legal regulation of China-Kaza khstan higher education service trade,and introduces the relevant basic theo ries for the study of the legal system of higher education service trade.Chapter II analyzes the existing legal system of China’s higher education trade in services,Kazakhstan’s legal system of higher education trade in serv ices and the international legal system of China-Kazakhstan higher education trade in services,analyzes the problems existing in the current legal system of China-Kazakhstan higher education trade in services,and attempts to ex plore their causes.Chapter Ⅲ first points out the objectives of improving the legal system o f China-Kazakhstan higher education trade in services,and through the feasi bility analysis of the policies,market demand and relevant legislative experie nce of the two countries,puts forward suggestions on formulating a basic la w on domestic education service trade,improving relevant subordinate regul ations,improving the legal system of higher education service trade between the two countries through signing bilateral trade agreements,and implemen ting the legal system of China-Kazakhstan higher education trade in services through regional agreements.
