The Legal Connotation And Realization Path Of The Rule Of Virtue In The Construction Of Rural Civilization

Law is written morality,morality is the inner law,’law and morality have the role of regulating social behavior and maintaining social order.The ancient Chinese social governance mode of "punishment" and "virtue" parallel,in modern society governance is still valuable to learn from,rule of virtue and rule of law are two ways and means to construct social order,each has different characteristics and attributes.The normal operation of social governance cannot be separated from the support of rule of law and rule of virtue.The two complement each other and are dialectical unified.From the rule of law and rule by virtue explained in the report of the 16 th CPC National Congress to the rule of law proposed in the 19 th CPC National Congress,Adhering to the socialist core value system and insisting on comprehensively governing the country according to law and promoting the construction of the rule of law in China in the30 th National Congress,the word "rule of law" is mentioned.The construction of the rule of law has achieved certain results.Does the rule of law mean that the rule of law is omnipotent? Therefore,other governance modes are needed to promote the harmonious and stable development of the country and society.As a result,the rule of virtue,which contains Chinese traditional cultural values and modern moral civilization,has emerged.Moral governance contains positive values such as fairness,justice,democracy and civilization,and also contains governance mode and specific social relations.Its object of action covers many contents of family,society and politics,and it has a unique boost for the construction of rural culture in China.The implementation and improvement of the rule of virtue is related to the improvement of the theoretical system of socialism with Chinese characteristics and the realization of rural revitalization.This paper analyzes the or final meaning of the rule of virtue in the construction of rural civilization in China from three aspects,including the specific content,the legal connotation and the realization path,and sorts out the embodiment and achievements of the rule of virtue in family,society and politics.At the same time,it puts forward some suggestions on the improvement of the deficiency of the rule of virtue in the construction of rural civilization.In addition to the introduction and conclusion,this paper is divided into three chapters: the first chapter mainly analyzes the original meaning of the rule of virtue in the construction of rural civilization,deeply analyzes the relationship between family members,the three kinds of social relations and the practical role of the political construction of the rule of virtue;the second chapter mainly analyzes and discusses the legal connotation of the construction of rural civilization in Germany The third chapter mainly puts forward some reasonable measures for the realization of the rule of virtue in the construction of rural civilization,and offers suggestions for the construction of the rule of virtue in the construction of rural civilization from six aspects,such as the role of excellent family traditions and family instructions and the role of village rules and conventions.Digging deep into the meaning and connotation of moral governance in the construction of rural civilization is an effective way to explain and solve some problems related to moral governance in the development of rural civilization.Studying the legal connotation of moral governance in the construction of rural civilization no only reflects the value of the national strategy,but also has the basic practical value for the development of moral governance in the construction of rural civilization.Based on the clear legal connotation of the rule of virtue,we should see the social value and influence of the rule fvirtue itself.Combining the theory of the rule of virtue with the practical value,guiding the social practice of the rule of virtue with the theory,constantly enriching and improving the connotation of the rule of virtue with the practice,shining light and heating for the construction of the rule of virtue system in China.
