| Xi Jinping attach great importance to talent work,and put the strategy of rejuvenating the country through science and education,strengthening the country through talent and innovation-driven development at the core of the overall national development.The report of the Twentieth National Congress of the Communist Party of China proposes to implement the strategy of strengthening the country with talents,adhere to the talent leading drive,speed up the construction of the country with talents,focus on cultivating top innovative talents,and gather the world’s talents for use.In this context,local governments at all levels regard training and attracting high-level talents as the top priority of talent team construction,and form a top-down system of high-level talent introduction policies.As one of the central cities in the Pearl River Delta and one of the cities in the Greater Bay Area of Guangdong,Hong Kong and Macao,how to seize the advantages and opportunities in the competition for talents and transform intellectual resources into the engine of sustainable and healthy economic and social development has become the focus of talent work of the D municipal government in recent years.This article is based on the Smith policy implementation model and uses research methods such as comparative research method and interview method to explore the implementation of high-level talent introduction policies in the central city of the Pearl River Delta,D city.The study found that: 1.D city attaches great importance to high-level talent introduction work,constructs an idealized policy system of "1+1+7",forms a "one main and three auxiliary" municipal government execution entity,and clarifies the target group for high-level talent introduction,And create an external environment related to industrial structure.2.In the process of implementing the policy for introducing high-level talents in D city,due to the limitations of policy research and sorting,dependence on the executing entities of the municipal departments,imperfection of target group’s introduction,cultivation and evaluation mechanisms,and mismatched between the external environment and the policy lebensraum,there are practical problems such as policy overlap and loopholes,insufficient collaborative promotion of policy executing entities,unclear scale agglomeration effect of target groups,and insufficient attractiveness of supporting environments.3.In response to the various difficulties in the implementation of high-level talent introduction policies in D city,optimization suggestions are proposed from expanding the text formulation system of policy research and data sorting,strengthening the main position of grassroots organizations in policy implementation,improving the cultivation and assessment mechanism of target groups,and creating a livable and harmonious policy environment,in order to promote the rapid development of high-level talent introduction policy implementation in D city.At the same time,it also provides reference for cities with similar industrial structures to carry out high-level talent introduction work. |
