A Study On The Current Situation,problems And Countermeasures Of The Educational Policy Of Children Of Migrant Population In Beijing

Beijing's floating population demand for children's education is rapidly expanding beyond the city's supply capacity.This phenomenon is now more prominent.In current compulsory education system and college matriculation policy for migrant children,"college entrance examination" and other phenomena came up in Beijing and some other regions.After the central government has published the policy text on college matriculation policy for migrant children,local governments issued college matriculation policy text for migrant children of their region.Whether the college entrance examination question can be effectively solved or not only affect the future of the country and the future and fate of juveniles,but also deeply related to whether the fairness and impartiality of education can be effectively guaranteed.With a large number of children's growing demand for participation in college entrance examination in the inflow areas,issue of college entrance examination in inflow areas gradually attain high concern of government policy makers and the society,forcing the reform of college entrance examination in urgent need to be put on the agenda of the government,but also to promote the implementation of the specific reform as soon as possible.However,the reform of college entrance examination has confronted many difficulties and obstacles in its implementation,such as the inherent institutional constraints,the interests conflicts between the migrant candidates and local candidates of college entrance examination.After the investigation,research education condition of the the floating population's children in Beijing and application of the policy system and policy tool theory,this paper analyzes the current education policy and policy implementation effect on the floating population's children in the typical big cities at home and abroad,and carries on the analysis of the current education policy of the children of the floating population in Beijing.The paper tries to find the feasible experience and try to offer proposal on the education policy on the children of the floating population in Beijing,through the comparison of the policy system and the policy tools with a view to provide a better domestic education equity to learn from.
