Study On Community Governance Of H Street In Chengxi District,Xining City

Community governance involves all aspects of residents’ social life and is closely related to the country’s political and economic development.In recent years,the Party and the state have attached great importance to community governance.Since the 18 th National Congress of the CPC,the Party has emphasized the need to strengthen the construction of community governance system in many conferences.In the report of the 20 th National Congress of the CPC,it is proposed to accelerate the implementation of the modernization of urban community governance,improve the community governance mechanism of co-construction,co-governance and shared benefits,accelerate the modernization of urban community governance,further enhance the strength of community governance,and promote social harmony and stability.In order to further consolidate the foundation of community-level community governance and improve the effectiveness of community governance,the key is to strengthen the guidance of Party building,promote the expansion of Party organizations to the community-level,improve the working mechanism of community-level Party organizations,and provide a stronger guarantee for urban and rural community governance.Community is an important bridge for the government to keep in close contact with and serve the people.In October 2022,the Ministry of Housing and Urban-Rural Development and the Ministry of Civil Affairs jointly issued a notice,requiring all localities to make arrangements for how to serve the people conveniently and quickly and how to let the people live and work in peace and contentment,and form advanced experience by building demonstration zones with high community governance level from October 2022.Then it is extended to the public community,the community governance is standardized and institutionalized,and the construction of supporting service facilities in the community is increased to create a livable environment.Based on the above goals and requirements,this paper takes H Street community in Chengxi District of Xining City as the research object,based on the theory of multiple co-governance and the theory of new public service,adopts the method of literature analysis,questionnaire survey and case analysis,and carries out the research according to the ideas of finding out the current situation,raising problems,analyzing causes and solving problems.First of all,through questionnaires and field interviews,the status quo,governance measures and achievements of community governance in H Street were found out,and problems such as low level of residents’ participation,low level of property service,unsound community governance system and insufficient governance mean were found in H Street.Secondly,from the perspective of public management,the main status of residents,property service ability,government system and mechanism construction,infrastructure investment and other aspects of in-depth analysis of the causes of the problem.Finally,by drawing lessons from typical community governance models and experiences at home and abroad,based on the analysis of the current situation,problems and causes,countermeasures and suggestions are proposed to improve residents’ participation,enhance property service level,improve community governance system,and enrich community governance means.This paper aims at explore feasible community governance paths and methods of H Street in the western district of Xining City,in order to provide references for other cities and make positive contributions to promoting the modernization of the national social governance system.
