Research On Multiple Subjects Participating In Urban Community Governance

The report of the 19 th National Congress of the Communist Party of China pointed out that the main contradictions in our society have been transformed.The masses of the people "have not only raised higher demands on material and cultural life,but also have increasing demands on democracy,the rule of law,fairness,justice,security,and the environment." It is also proposed to build a social governance pattern of “co-constructing and co-governing and sharing.” Social development and the formulation of national policies require social pluralistic subjects to participate in social governance in order to practice the national governance capacity and governance system modernization.The governance of urban street communities is the concretization and specialization of social governance.Chinese urban community has been developing for more than 20 years.The governance concept,governance methods and governance subjects are undergoing unprecedented changes.However,there are still many problems.The current system and thinking concept can no longer meet the needs of social pluralistic subjects.Therefore,it is necessary to conduct a more in-depth and detailed discussion on this issue,in order to provide theoretical support and policy reference for the majority of urban communities.This paper takes the current social function reform and the new social governance that is advocated by the transformation as the direction,take Chaoyang Street in Furong District of Changsha as an example,and take the participation of pluralistic subjects in the community work pattern of Chaoyang District as the entry point,It based on the modernization of state governance,"multi-center" governance theory and governance theory.This paper analyzed the actual needs and current situation of pluralistic subjects participating in urban community governance,and discussed the difficulties and causes of pluralistic subjects participating in urban community governance.A series of countermeasures and suggestions have been put forward to improve the ability of pluralistic subjects participating in community governance.It can provide theoretical support and practical reference for domestic urban governance and community service departments.According to the actual work of grassroots work,the paper put forward a lot of measures such as promoting community residents autonomy,developing non-governmental organizations,changing traditional management concepts and models.It has practical and popularized value.By improving the behavior construction of service-open government,perfecting system construction of pluralistic subjects participating in community governance,enhancing the comprehensive guarantee of pluralistic subjects participating in community governance,constructing the system of citizen participating in community governance,and improving the comprehensive guarantee of citizen participating in community,it realizes the benign interaction of the government governance,social self-regulation,and residents autonomy.Thereby.it improves the scientific level of urban community governance effectively.
