Research On Law Enforcement Standardization Construction Of Public Security Organs In Xining City

With the exposure of numerous illegal law enforcement cases represented by "Wang Wenjun case" in 2014 and "Lei Yang case" in 2016,the law enforcement irregularities of the public security organs,such as excessive law enforcement,rough law enforcement,inaction and disorderly law enforcement,have been pushed to the center of public opinion,causing a serious negative impact on the public trust of the government and the authority of the police.In addition,irregular law enforcement often leads to a series of negative derivative consequences,but also poses a threat to the construction of business environment and social security and stability.Chinese government departments and public security organs have long attached great importance to the standardization process of law enforcement activities.In recent years,from the Opinions on Deepening the Standardization Construction of Law Enforcement by Public Security Organs in 2016 to the Implementation Outline of the Construction of a Government under the Rule of Law(2021-2025)in 2021,Step by step in the improvement of the administrative law enforcement work system,comprehensive promotion of strict,standardized,fair and civilized law enforcement to put forward new higher requirements.In order to further implement the general requirements of public security rule of law in the new era and promote the level of public security law enforcement to a new level,public security organs must constantly improve their own construction and continue to promote the standardization of public security law enforcement.Starting with the concept and significance of the standardization of law enforcement by public security organs,based on the theory of administration by law,service-oriented government and procedural justice,this paper studies and analyzes the standardization of law enforcement by public security organs in Xining City.Summarize key problems existing in Xining public security organs,such as non-standard law enforcement activities,improper application of discretionary power,poor supervision and transparency of law enforcement activities,unbalanced and inadequate development of comprehensive security hardware,and trace back to the root.The causes of the problems are sorted out from the aspects of the lack of professional ability of law enforcement personnel,the insufficient refinement of laws and regulations,the imperfect supervision mechanism,and the insufficient investment in law enforcement guarantee.By combing and summarizing the advanced experience of some foreign developed countries and regions and domestic provinces and cities in the forefront of the standardization construction of law enforcement,this paper makes a comparative analysis of the existing shortcomings of the standardization construction of law enforcement by the public security organs in Xining City,explores ways and methods to solve the problems,and plans scientific and reasonable development ideas.Finally,optimization suggestions are put forward from the aspects of improving the law enforcement ability of police,improving the construction of laws and regulations,strengthening the law enforcement supervision mechanism,and increasing security support,hoping to promote the further improvement of the standard construction level of law enforcement of public security organs in Xining City and even in other areas.
