The drug problem is a serious and destructive problem that not only poses a serious threat to human health and social morale,but also poses a huge challenge to national governance.Curbing,reducing and eventually eliminating the drug problem has become a serious task for social governance.In the report of the 20 th National Congress of the Communist Party of China,it is stated that we should "build a social governance system that is jointly built,shared governance and shared benefits,and enhance the effectiveness of social governance".Among them,drug governance is a proper part of social governance.In recent years,as anti-drug efforts in urban areas continue to intensify and the fight against drug-related crime grows stronger,many drug-related people have moved to rural areas to escape the crackdown,leading to an increasingly serious drug governance situation in rural areas.In order to prevent rural areas from becoming "safe havens" for drug-related crimes,it is necessary to rely on a multiplicity of actors to take joint action and further strengthen the strength and depth of the rural drug problem.From the current practice of drug control in rural areas across China,a pluralistic approach has basically taken shape.However,various human and non-human factors have led to multiple dilemmas in cooperative governance,which have seriously hindered the process of cooperative drug governance in rural areas and posed a challenge to the sustainable improvement of rural drug governance capacity.Based on this,this study selects village F of Guangzhou City as the research object and conducts an in-depth study on collaborative drug governance in village F from the perspective of actor-network theory.Based on the analysis of the composition of actors in the drug governance process in village F,this study explores the "translation" process of the actor-network to build up the current actor-network of drug governance in village F,analyses the causes of the cooperation dilemma in three dimensions: internal actor-network,external actor-network and the actor-network,and finally proposes ways to solve the problem.From the perspective of actor-network theory,cooperative drug governance in rural areas is a network of stakeholders,which is essentially a governance practice process with the government as the core and the participation of multiple actors such as village committees,social organizations and villagers.In rural drug governance,three major factors,namely insufficient motivation for cooperation within the internal actor-network,sloppy institutional design for the external actor-network,and weak interaction mechanisms between the actors,overlap to create a cooperative governance dilemma.In view of the realistic requirements of cooperative drug governance in rural areas,there is an urgent need to strengthen the motivation of cooperation for the internal actor-network,improve the institutional system for the external actor-network,and enhance the effectiveness of the interaction mechanism for the actors,in order to jointly solve the dilemma of cooperative governance at this stage and explore effective strategies for the construction of a actor-network in rural drug governance.
