Study On Village Governance Of Village Party Secretary From The Perspective Of Actor-Network Theory

China's rural governance has undergone a development stage of"synergic governance of multiplicity" after the stage of the "county regime-gentry" and "integration of commune and government administration" and "township politics and village governance".During this stage,the village party secretaries have an important role.He needs not only to implement the central and local policies into full play,but also needs to meet the diverse interests of the masses demands as much as possible and realize his own development.Therefore,"how to effectively carry out convergence and conversion,so that public power and the interests of the villagers and personal interest to achieve a balance" is very important to the village party secretaries,which is the biggest interest of this paper,but also the main research questions and thinking starting point.In this paper,the transformation of social governance is taken as the background,the Huashan area of Yang County in the South of Jiangsu province is taken as the field investigation unit,the grassroots governance practice of those regional' s village party secretaries is taken as the research object,the actor network theory is taken as the analysis angle.Through observation,in-depth interview and literature methods to collect information,under the macro background of China's transformation of the social governance model,under the ternary structure consisted of"bureaucracy",the villager's autonomy and the rural society,this paper tries to expound the rural governance which takes the village party secretary as the core in order to show the actual state of the grassroots social governance operation and to reveal the behavioral pattern and the survival logic of the village party secretary in the rural governance.Translation is the focus of this paper,the process of translation is the process of the village party secretaries carry out the governance.Through the conversion,under the restriction or constraint of various environment,situation and policy,in the village of this complex stage or network,with the help of various kinds of resources,relations and strategies,the village party secretaries control the uncertain factors in the process of governance,expand their own space,exert their influence and play the multiple roles of "guardian" and "agent".Unite and influence the "officers",the" villagers" and other types of actors,and strive to enable all parties in the governance process to achieve mutual benefit and win,so as to carry out good rural governance.The process of translation is the process of the implementation of governance behavior;the subject of translation is the actor,which is also the main body of governance implementation.The actors have different characteristics and resources,with different value orientations and interests pursuit.Translation is the ability of a core actor to agree on the interests of both parties based on resource status and depended on the interaction process,which is associated with the accessibility of others 'behavior.In this study,we found that translation logic of village party secretaries included three areas in rural governance:First,multiple participation.The changes in the times make the demands of various groups change constantly,the interests no longer balanced,the contradictions and conflicts frequent.Only if stakeholders are brought into the network of rural governance and involved in governance field to enhance their own participation,can challenges and conflicts be resolved,and efficiency can be improved in rural governance.Second,process control.Implementation of OPP(Obligatory Passage Point)unified actors from different spaces and fields to establish credit and trust,and reach consensus between them,in order to develop a sturdy actor-network.Third,shared interests.Coordinating subjects and objects made interests of all sides balanced,so as to address problems,balance interest structures and promote rural governance.Village party secretaries can now keep to the path of rural governance on the following three areas:First,In the governance system,there are four types of functions,which are the core roles of rural grassroots party organizations,leadership of local governments,foundation of autonomous organizations,and coordination of non-governmental sectors.Second,in the operating system,with putting into practice a people focused development philosophy,governments can provide precise services to boost people's sense of gain and happiness.Third,in the security system,urban-rural integration and system regulation should be ensured to keep rural governance performing steady and energized.In the future social governance,the construction of village party secretary teams,the building of grass-roots party organizations and the driving force of social transformation will play an important role.
